The National Center for Advancing Translational Sciences (NCATS), Administrative Services Branch (ASB), Intramural Services Section (ISS) is seeking a Lead Administrative Officer who has experience performing comprehensive administration duties, as well as leading a team and reviewing professional administrative work of junior staff.

Duties

As a Lead Administrative Officer you will: Lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product. Analyzes organizational priorities and provides a wide range of liaison services to support administrative aspects for a significant agency component. Develops and implements administrative policies and procedures for the organization. Defines goals to be met on major program issues, recommends a course of action, and implements the alternative policies chosen for various administrative areas of the organization, such as budget and fiscal management, supply, service and equipment procurement, personnel and workforce utilization, contract administration, construction and renovation, or space utilization. Plans, develops, formulates, prepares, executes, monitors, and/or forecasts organizational budgets. Interprets policies, procedures, and practices concerning all aspects of travel, local, sponsored, domestic and/or foreign, and reimbursement for travel expenses for all orders and vouchers within the employee's assigned area(s). Coordinates human resources actions and advises staff on IC, agency, and Federal human resources regulations, procedures, and policies relative to Federal employees and contract personnel. Monitors progress of personnel actions and provides guidance on a variety of competitive and non- competitive appointing mechanisms.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-14 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: reviewing professional administrative work of subordinate or junior staff for accuracy, completeness, and compliance; planning, developing, executing and monitoring budgets with many different sources and types of funding; performing contract administration duties including planning and managing contract and equipment leases; serving as approving official for requisitions of equipment, supplies, and other materials and services; and, developing standards/policies/procedures involving administrative functions in an organization.
