THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY EQUIPMENT SPECIALIST, Position Description Number D1253000 and is part of the HI JFHQ G4, National Guard. LOCATION: Joint Force Headquarters, G4, Hawaii Army National Guard, Kapolei, Hawaii

Duties

SUMMARY OF DUTIES: The purpose of this position is to supervise work that involves providing assistance and instruction to state unit personnel regarding Army National Guard (ARNG) equipment and maintenance management. Knowledge of the principles, concepts, and methods of a variety of ARNG equipment is required. The level of typical work directed is Equipment Specialist, GS-1670-09. Supervises, instructs, and trains subordinates in the performance of work. Directs, coordinates, and manages the material readiness program. Serves as the surface maintenance course manager. Plans, develops, and manages the Maintenance Assistance and Instruction (MAIT) program to provide necessary training and development of unit personnel. Develops and directs implementation of mission support plans for new weapon systems or equipment entering the state's inventory for their impact on the surface maintenance community. May serve as a member of the State Readiness Committee and as Chief of the MAIT. Performs other duties as assigned.   • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.

Qualifications

QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. Ensure that the Questionnaire is completed on Application Manager. GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with knowledge of one or more classes of equipment. The experience must include knowledge of standard shop terminology. A basic knowledge of mechanical principles relating to equipment. Experience must demonstrate the ability to read and interpret blueprints and technical publications. Knowledge is of the type gained from technical training, education, and experience in functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 1-year equivalent to at least next lower grade level experience, education or training overseeing and implementing a program involving the identification and resolution of difficult issues or problems in a maintenance function. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness. CONDITIONS OF EMPLOYMENT: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 5. Other Requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For all other positions in this series requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted. d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment. e. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). f. Final selection will be based upon qualifications, suitability, and available manpower resources. g. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee's Form I-9 to confirm work authorization. h.
