About the Position: This position supports the Fort Belvoir, VA office location. It is in support of the U.S. Army Health Contracting Activity. This is an Acquisition Workforce Demonstration Project position.

Duties

Serves as a contracting officer (KO) with warrant authority for complex government contracts for procurement of healthcare providers, medical equipment and supplies, facility maintenance. Manages pre-award functions for procurements involving complex contracts of highly specialized, extensive, new or innovative equipment systems, research, and services of significant importance to the region. Evaluates the efficiency and effectiveness of all contractual and business operations actions assigned to include the acquisition processes and procedures executed. Provides technical/functional authority within and outside of the organization. Monitors the full range of acquisition functions such as planning, soliciting, negotiation, contract award, and contract administration. Leads the efforts of several groups or teams. Approves performance standards and evaluates the performance of employees. Conducts supervisory processes such as approves work schedules and leave requests; resume reviews, interviews candidates and makes selections; reviews and certifies position descriptions; develop, execute and approve training and training requests. Presents organizational briefings to convey strategic vision or organizational policies. Resolves employee complaints and facilitates conflict resolution within assigned teams. Interfaces with regional staff and Military Treatment Facility (MTF) command leadership to ensure Contracting Branch is providing quality contractual support. Assumes role of office Chief in their absence. Implements strategic plans within and across organizational components. Determines strategic direction for resolution of mission-critical problems, policies, and procedures. Implements new and innovative applications of acquisition law, regulations, and policy for complex, highly specialized contracts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Incumbent must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement to remain in Federal service in the position for at least three years.
  • This is an Army Acquisition Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE 450) upon entry and annually thereafter.
  • Incumbent must meet the pre-requisites to obtain and maintain a Contracting Officer Warrant (i.e. Bachelor's Degree, DAWIA Certification, pass a Contracting Officer Exam/Review Board successfully in a manner which will afford an unlimited warrant).

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: I have one year of specialized experience NH-03 level in the Federal service which includes; 1) Experience in planning and implementing contract policies and procedures; and 2) Determining methods of procurement and acquisition strategies in compliance with the law, regulations and policies; and 3) Experience providing technical supervisory oversight on contracting/procurement processes such as pre-award/ post award functions, issuing Request for Proposals, conducting negotiations, conducting technical evaluations, soliciting contract awards and performing contract administration functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
