Duties

Duties of the Associate Chief of Staff for Primary Care: - Clinical duties assigned that would involve work in the outpatient setting at the Fargo VAHCS Primary Care Clinic or as otherwise specified based on the unique skills of the candidate and needs of the facility. It is anticipated that the position will be approximately 75% administrative and 25% clinical but may vary depending on the needs of the service line. - Supervise directly, or indirectly, the physicians, physician Associates, nurse practitioners, and other clinical staff as assigned by the Associate Chief of Staff. - Manages and provides oversight of clinical operations within the clinical services under their responsibility at the Fargo VA Health Care System and affiliated CBOCs. These duties include supervision of physicians, and physician assistants, clinical oversight of nurse practitioners, and other clinical staff as directed, coordination of work schedules, responsibility for clinical performance measures and other administrative/clinical functions within the department. - Collaborates with other leaders within the service line and facility to ensure optimization of resources in the care delivery model. - Provides physician/clinical/ administrative leadership and serves as an advisor to the Assistant Chief of Staff of Primary Care. - Participates in activities/ committees/ boards impacting patient care/access as assigned. - Manages/approves the leave schedules and respective Time & Leave (T&L) sections to ensure there is adequate coverage for planned leaves and a contingency plan for unexpected absences as well as accurate/timely leave approvals and labor mapping. - Develops, manages/conducts Pay-for-Performance, OPPE, FPPE, and performance evaluations for those under his/her supervision as appropriate. - Ensures the staff under his/her supervision maintains required training/competencies in timely manner. - Supports, and is supported by Fargo VA Health Care System Executive Leadership and ICC Leadership. - Supports, and is supported by Fargo VA Health Care System Executive Leadership and ICC Leadership. - Shares budgetary responsibility and authority for funds allocated to the Service Line in the local department budgeting process. - Ensures services are provided in an efficient, high-quality, cost-effective manner within the budget allocation. - Works with Executive/ICC, departments leadership, and Human Resources staff to ensure adequate and appropriate staffing for all assigned areas. - Recruits, hires, evaluates, disciplines, and terminates actions for assigned staff. - Collaborates with ICC operation team and other staff as appropriate to ensure operations issues/problems are resolved in a logical, fashion with clear resolution, communication, and implementation plans and timelines for decisions made. - Ensures a forum exists in which staff participate in identifying, communicating, and resolving issues related to local service line operations, overall health care system operations, ancillary and support operations, and VISN-wide mandates. - Collaborates with the VISN Primary Care and VISN Medical Director to ensure VISN-wide ICC policies, procedures, performance goals, strategic plans and initiatives are communicated to staff and implemented. - Seeks and enhances opportunities to promote and strengthen VISN 23's goal of creating an integrated delivery system with ICC structure. - Reviews, interprets, and uses performance reports, benchmark data, budget cost/expenditure documents, staffing, and other reports in decision-making. Understands managed care practices, including health care finance, billing, coding, and documentation. Has knowledge, ability, and willingness to use and promote the wide dissemination among clinical staff of current automated technology for patient data tracking, patient orders, encounters. - Contributes to the development, maintenance, and enhancement of relations with internal and external entities including but not limited to: County Veterans Service Officers (CVSOs), medical and nursing schools, local public/private health care entities, and other Fargo VAHCS departments including, but not limited to: Information Technology, Laboratory, Pharmacy, Finance, Human Resources, Business Office, Unions, VISN and VHA task forces, decision-making, and policy development bodies. - Participates in VISN, Fargo VAHCS, and strategic, performance planning. - Participates in local administrative, management, safety, quality assurance/performance, and other assignments, meetings or committees as assigned. - Provides direct patient care in outpatient clinics and will participate in the On Call schedule if required and/or extended hours clinics, dependent on qualifications/expertise, and/or the needs of the ICC. - ACOS, PC's performance reflects and demonstrates support of the Health Care System Director's, and VISN's performance plan, as well as Network and National goals.

This facility combines a 39 bed medical facility along with a 38 bed Community Living Center providing transitional care, both accredited by the Joint Commission on Accreditation of Healthcare Organizations. Due to the growing veteran population in our service area, ten Community Based Outpatient Clinics have been established. The Fargo Health Care System provides a wide spectrum of primary and tertiary acute and extended care inpatient and outpatient activities in an academic setting. The Fargo Health Care System has an active research program and has a successful affiliation with the University of North Dakota School of Medicine. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office.

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
