This position is within the Eastern Oklahoma VA Healthcare System, in Muskogee, Oklahoma. The incumbent will perform functions associated with monitoring and auditing, which is an integral part of an effective compliance program for Business Office. Functions include completing annual mandatory audits and monitors, collaborating with other facility and VISN compliance personnel.

Duties

Major duties of this position include, but are not limited to: Research trends and patterns to develop new methods and techniques for acquiring information, for analyzing data, developing solutions or criteria, and presenting findings. Serve as the technical expert in a wide variety of auditing program management functions. Independently plan and carry out the assignment in conformance with accepted auditing practices. Assess the potential to reduce cost in a variety of programs, projects, and function Provide support and education on documentation issues and assists in the development of guidelines for data compatibility, consistency, and monitoring for compliance to improve the quality of clinical, financial, and administrative data to assure that every part of the information is completely documented and supported. Research pertinent laws, regulations, policies, and precedents which impact the programs administered within the organization to enable recognition of problems both potential and existing and evaluate to determine cause and formulate solutions. Protects assets by completing audits, ensuring regulations and internal controls are accurate and up to date, recommending improvements in internal control structure. Implement a variety of monitoring/reporting tools for each unit within the service such as enrollment and eligibility, encounter management, action required, and train employees how to utilize them Knowledgeable of HIPAA, Freedom of Information Act, the Privacy Act of 1974, Title 38 U.S.C. dealing with drug/alcohol etc., and applicable laws, regulations, and practices, of the VISN, JCAHO and other local governing agencies pertaining to auditing. Prepare and articulate findings and recommendations in written reports and presenting oral briefings. Determine requirements and establishes priorities, provides guidance concerning formulation, planning, and execution of the auditing function. Chooses a course of action from many alternatives in planning an approach, gathers data, and presents findings depending on the nature and extent of problems encountered. Initiate, populate, and review reports for the Business Office. Plan, organize, direct, and control areas with emphasis on data validation, analysis and generation of reports associated with the facility Business Office Service. Draft findings, conclusions, and recommendations ensuring that the work performed adequately supports conclusions reached and recommendations are consistent with audit objectives and reporting standards to provide a basis for actions to correct weaknesses and implement improvements. Work Schedule: Monday - Friday, 8:00 am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery of a professional knowledge of organizational theories, practices, methods, and techniques of auditing; Knowledge of organizational or program practices, policies, and functions. Ability to research pertinent laws, regulations, policies, and precedents which impact the programs administered within the organization to enable recognition of problems both potential and existing and evaluate to determine cause and formulate solutions. Skill in preparing and articulating findings and recommendations in written reports and presenting oral briefings. Exceptional skills in writing and strong knowledge of VISTA computer applications, and the following software applications; Access, Excel, PowerPoint, and Word. Knowledgeable of HIPAA, Freedom of Information Act, the Privacy Act of 1974, Title 38 U.S.C. dealing with drug/alcohol etc., and applicable laws, regulations, and practices, of the VISN, JCAHO and other local governing agencies pertaining to auditing. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related (Transcript required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year, but less than two (2) years of graduate education. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary; although, some slight physical effort may be required for lifting such as computer paper, books, files, etc. The work environment which is performed in an office sitting, involves everyday risks or discomforts, which require normal safety precautions typical of offices. The work area is adequately lighted, heated and ventilated.
