As a Senior Advisor, the incumbent serves in a close working relationship with the Assistant Secretary, Principal Deputy, and Deputy Assistant Secretary for Program Operations; participates in the policy and program decision process; and performs, coordinates, plans, and evaluates projects of critical importance to the Agency. The Senior Advisor's work requires strong analytical, organization, and management skills. This position is Outside the bargaining unit.

Duties

Major duties for this position include but are not limited to: Participates in the planning, directing, and execution of programs for the coordinated development, issuance, review, and analysis of policies, regulations, opinions, and interpretations regarding the fiduciary responsibility, reporting and disclosure, and coverage provisions of Title I of ERISA and related provisions and laws. Provides high level consultative services with stakeholders and ensures increased compliance with ERISA laws, rules, and regulations; performs broad functions to increase health benefits and retirement security for all workers; performs work to ensure the fulfillment and support of the Department of Labor's priorities, plans, goals, and initiatives. Provides expert level consultation to the agency and works to develop all-encompassing related regulatory, compliance assistance, enforcement, and outreach and education strategies to promote retirement, health, and other welfare benefits security. Consults and provides expert advice and guidance to senior level management regarding the review and evaluation of broad EBSA activities. Responds to requests from DOL officials, oversight agencies, and other Administration officials on the status of programs, the effectiveness of programs, the need for changes in program direction or emphasis, the need for new program proposals, etc. Gathers, compiles, reviews, and analyzes data, information, products, and services provided by all EBSA organizations to recommend and propose possible approaches and directions to take for the agency based on educated analytical assessment and collaboration with other agency executives. Researches industry activities related to EBSA's work in such areas as finance and health. Identifies potential issues and proactively identifies emerging trends and issues, and effectively communicates with stakeholders and agency personnel about those trends and issues.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • Subject to financial disclosure requirements.

Qualifications

You must meet the Specialized Experience to qualify for the Senior Advisor position, as described below. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized Experience for this position is defined as: experience in analyzing legal issues involving: Employee Retirement Income Security Act (ERISA), Health Insurance Portability Accountability Act (HIPAA), Mental Health Parity and Addiction Equity Act of 2008 (MHPAEA) or other similar health laws, polices and regulations; And reviewing and evaluating ERISA covered health plans and a variety of other health and insurance products and vehicles.

Education

There is no substitution of education for experience at the GS-15 level for this position.
