This position is located in the Plant Protection and Quarantine (PPQ), Field Operations (FO) Core Functional Area (CFA), specifically part of the Financial Information and Resource Management (FIRM), Resource Processing staff. The Resource Management staff provides the full range of resource management activities, such as personnel, procurement, travel, space and facilities, and property management.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: The incumbent provides sound, well-reasoned advice and guidance to FO management officials concerning the most efficient utilization of resources. The incumbent is a resource for advice and guidance in recruitment strategy. Assists in the development and maintenance of the annual Staffing Plan for each state. Identifies total number of authorized positions, and with the Supervisory Resource Management Specialist, ensures that each state complies with staffing plan ceilings. Participates in periodic and special manpower utilization and administrative management reviews/studies and provides advice and recommendations. Provides sound, well-reasoned advice to State Plant Health Directors and field administrative staff on all facets of HR and miscellaneous issues. Attends FO meetings to provide information and answer questions concerning all facets of HR, ePMA, NFC, etc.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 grade level) that demonstrates: Assisting managers by facilitating paper panels, structured interviews and observing the process to ensure consistency and fairness to all applicants who are interviewed. Creating training curriculum/presentations on various topics for hub and field administrative personnel. Conducting research for alternative methods to training and recommends qualitative decisions and cost-effective actions related to courses. Conducting and/or assisting with periodic on-site administrative management reviews and/or studies, providing on-site training to staff personnel as necessary and providing follow-up summary recommendations and reports to management officials upon completion of review. Responding to Freedom of Information Act (FOIA) requests and requests for information regarding formal investigations and monitors the Office of Inspector (OIG) hotline to respond to complaints. Note: There is no education substitution for this grade level.
