This position is located at the Sacramento Valley National Cemetery in Dixon, California.

Duties

This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be employees at other VA facilities, and the THIRD area of consideration will be all other eligibles. Coordinates, leads, and trains cemetery caretaker personnel and engineer equipment operator personnel up to and through WG-8 level in the performance of interment tasks and marker installation. Coordinates with the cemetery foreman, and passes on instructions to other workers received from the foreman, and starts work (e.g. by assigning the immediate tasks to be performed by individual members of the group led). Ensures that needed plans, equipment, material, and tools are available, and that needed stock is obtained from supply locations. Communicates clearly orally and in writing with other employees. Checks work in process and when finished, checks for compliance with supervisor's instructions on work sequence, procedures, methods, and deadlines. Ensures other employees follow supervisor's instructions to meet deadlines; demonstrates proper work methods. Answers worker's questions regarding procedures, policies, written instructions, and other directives (e.g. technical orders); obtains needed information or decisions from the supervisor on problems that come-up during the work. Provides information to the foreman on the status and progress of work, causes of delays, and overall work operations and problems (e.g. additional on-the-job training requirements for individual employees). Provide oral and written progress reports, prepares production reports, maintains records of work accomplished and time expended using computer and various word processing programs. Ensures that safety and housekeeping rules are followed (e.g. assures that machine capacities are not exceeded and that tools are properly used. Incumbent works along with other workers, setting the pace. Incumbent will be required to operate equipment assigned to the cemetery for operation during normal cemetery operations, and emergency situations. incumbent will be required to perform duties at all levels below the job rating for this position. Incumbent may perform the duties of a Purchase Cardholder and must be Contracting Officer Representative (COR) certified within 6 months. Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,05/24/2024. Your background must demonstrate work involved in activities of grounds maintenance, landscaping, interment, including layout and excavation of new grave sites, and reopening occupied gravesites which require extreme caution to avoid damage to previously interred containers. As work leader, the incumbent motivates, coaches, trains, and advises other employees to follow instructions received from foremen and to meet deadlines. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C ( www.opm.gov/qualifications/x-118c). Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Heavy physical effort is used by the work leader in constantly reaching, lifting, bending, turning, and moving hands, arms, feet, and legs to handle different sets of tools, controls to operate the equipment and attachments. When operating equipment, considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. The incumbent also performs more exacting work such as digging either manually or with a backhoe to close tolerances, requiring considerable strength and manipulation of controls. Because of the location of the work, the work leaders are frequently required to work in awkward or strained positions. Working Conditions: Work is performed predominantly outdoors in all types of weather which includes extreme heat, cold, wind and rain. Incumbent is exposed to moving vehicles and equipment, dirt, dust, mud, pesticides and fumes from motors and vehicle exhaust. Incumbent may be exposed to noise levels which exceeds 85dba and may affect hearing. The wearing of hearing protection is mandatory when operating equipment that meets or exceeds 85dba. Incumbent may be subject to minor cuts, scrapes and bruises. Selected applicants will be required to complete an online onboarding process.
