This position is in the Office of Enterprise Integration's (OEI) Planning and Performance Management (PPM), which supports strategic planning, operational planning, enterprise risk management, performance management, evaluation, data-driven analyses and decision-making, and enterprise governance to improve the efficiency and effectiveness of VA's delivery of benefits and services to Veterans.

Duties

This is a non-bargaining unit position. The initial application review cut-off for this job announcement is 50 applications. The first 50 applications received will be considered first. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00am-4:30pm Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Washington, DC 20420 Position Description/PD#: Management & Program Analyst/PD18856A, PD18854A, and PD18855A Financial Disclosure Report: Not required This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13. At the GS-11 and GS-12 grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Major Duties: Manages planning activities that may include strategic, long-range, short or multi-year work plans that are the products of subordinate organizational projects/programs. Provides management with reports, evaluates information, recommendations, budgetary proposals, portfolio management and similar products necessary for effective direction of administrative operations. Performs comprehensive analyses and evaluation of new or modified programs, policy and/or legislation for projected impact upon major administrative operations and resources. Participates in meetings with internal and external stakeholders to determine program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs; and to ascertain appropriate action required to maintain or improve program schedules. Advises management of unique conditions, risks and issues which affect the program/project and provides new information and predictive advice concerning various alternative courses of action in resolving exceedingly complex problems.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09, for a GS-12 position you must have served 52 weeks at the GS-11, and for a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. AND You may qualify based on your experience, education, or a combination, as described below. GS-11 Specialized Experience: One year of specialized experience which includes program and project management, strategic or operational planning, research and preparing project papers and staff reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes planning, coordinating, and executing enterprise strategies of marked difficulty and responsibility in a timely and effective manner across multiple organizations. Experience communicating effectively in order to effectively explain and exchange information with colleagues and management, including demonstrated written and oral/in-person communication skills. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. GS-13 Specialized Experience: One year of specialized experience which includes Federal strategic/operational planning and developing plans, ensuring compliance with mandates, developing briefing materials/creating templates, facilitating meetings with various stakeholders including Senior Leaders and Senior Executives, obtaining consensus on sensitive topics. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-13, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties. To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
