You will serve as an INSTRUCTIONAL SYSTEMS SPECIALIST of NAVSAFENVTRNGCTR.

Duties

You will develop curriculum content, training materials, training modules, and teaching aids. You will administer and provide formal education and training programs. You will oversee specialty areas in education and training as it pertains to a variety of subject-matter fields. You will initiate instructional materials to include preparing complete narrative text for both resident and distance learning courses.

Requirements

Qualifications

GS-12 Level: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using educational and training principles to develop course content, materials, and instructional strategies for programs; 2) Planning, analyzing, developing, and producing training products via desktop computer publishing applications including layout and design; 3) Generating or modifying multi-media and computer-based training plans and lessons; (4) Designing interactive courseware and training materials to improve and upgrade learner processes; and 5) Utilizing techniques such as analysis, statistical validation of tests, comparative studies of student progress to evaluate effectiveness of instructional or educational programs. GS-11 Level: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with the development of training products via desktop computer publishing applications including layout and design; 2) Providing assistance to the instructional staff with the design, development, implementation and review of course content for various specialty areas; 3) Developing, revising and evaluating curriculum and training materials; 4) Conducting oral presentations for training purposes; and 5) Interpreting an organization's guidelines, policies and regulations regarding teaching/training. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
Education Substitution for Experience at the GS-11 Level:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

3 years of progressively higher level graduate education leading to a Ph.D. degree
or
Ph.D. or equivalent doctoral degree
