About the Position: As a Construction Control Representative, the employee prepares contract change orders and cost estimates, or independently evaluates those prepared by others. The incumebent will be responsible for evaluating design feasibility and cost effectiveness; coordinating with other project personnel to negotiate differenbces in scope, direction of change, and cost of labor, materials, equipment, and overhead issues with the contractor.

Duties

Review contractor’s proposals for feasibility. Review contractor prepared as-built drawings for accuracy and sufficiency. Assure adherence to safety program by monitoring work areas and methods of performance for safe practices. Analyze contractor’s proposals and/or user requests for additions, deletions, modifications, or other contract changes to determine the scope of work involved. Prepare contract modification and task orders in accordance with published directives. Conduct site visits to obtain and/or verify contract data. Provide comprehensive management advisory and technical services to investigate the need for contract change orders. Review contractor’s partial payment estimates for items of work claimed. Prepare documentation of contract modifications and task orders in accordance with organizational policy and directives. Identify technical conflicts, deficiencies and omissions of contracting documents to ensure efficient execution of the construction project. Draft status reports for delivery to current stakeholders. Prepare and present status briefings to current stakeholders.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to wear appropriate personal protection equipment (PPE) such as hard hats, steel-toed boots, and eye and/or ear protection while performing regular and recurring construction site visits.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Specialized Experience: I have one year of specialized experience equivalent to the GS-10 grade level in the Federal service which includes 1) prepares correspondence of a technical nature to contractors pertaining to administration of contracts, change orders, and transfer of completed construction; 2)inspecting materials and workmanship to ensure quality, safety, and compliance with contractual requirements; 3) reviewing contractor-submitted documents for accuracy and adequacy; 4) providing input to project engineers toward solutions or courses of action required based upon a thorough review of contract specifications, common trade practices, and observations made at project sites; and 5) furnishing field information for construction progress and feeder information for other reports.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).
