Duties

You will examine program requirements to determine impact of work stoppages and areas that require special requirements. You will analyze contract fund status reports to determine if the contractor's progress and expenditures compare with negotiated estimates. You will oversee the content of planning, scheduling, performance measurements, progress, forecasting and configuration change control documentation applicable to the technical, financial and production efforts of the contracts. You will participate in pre-bid conferences to discuss construction or maintenance features and requirements. You will conduct post-award Pre-Construction (PreCon) meeting with contractor to explain scope of work requirements and ensure deliverable timetable is understood. You will monitor production progress for management's attention to ensure timely correction of deficiencies within schedule.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Engineering and Technical Management Level I. Certification is required within 24 months of appointment.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying construction scheduling techniques to specific contracts and large-scale programs where contractors have requested equitable adjustments and claims in the millions of dollars; 2) Interpreting scheduling programs, forecasting, techniques, and critical path methodology to gather and evaluate contractor schedule and technical performance; 3) Applying qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of the analysis schedule, along with knowledge of the mission, organization, and work processes, and the relationships of administrative support activities to such missions; 4) Participating extensively in the pre-construction and post-construction award support aspects of scheduling requirements and performing Time Impact Analysis (TIA) on projects to ensure programs stay on track; and 5) Maintaining historical and current metrics on schedule growth differentiating types of delays impacting project progress (i.e. slow progress, rework, late procurement, internal delays).
