This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Supports the SEC C3T Communication and Network Division.

Duties

Provide advice and guidance on a wide range and variety of software support and interoperability. Evaluate, install, configure, deploy, troubleshoot, and maintain hardware and software to ensure the availability and functionality of systems. Control current versions and future releases of applications software and documents the physical configuration of the information system. Optimize the functionality of networks and systems; and diagnoses and recovers failed systems. Test and optimize the functionality of systems, networks, and data. Identify and define business or technical requirements applied to the design, development, implementation, management and support of systems and network. Ensure optimal use of commercially available products. Prepare and presents reports; represents the organization in interactions with other organizations. Participate in team and system design/implementation review meetings. Provide system administration and application security support to Army Tactical Network systems. Provide technical support to internal and external customers who need advice and assistance for the development, production, use, and sustainment of the Army Tactical Network systems. Troubleshoot complex problems. Perform regular and periodic maintenance, monitoring, and troubleshooting of systems. Verify the integrity and availability of all hardware, server resources, systems, and key processes, installs and configures patches and upgrades, and performs system security scans. Test, debug, and maintain software programs, ensuring that applications comply with regulatory requirements and are consistent with current and planned Tactical Network program of records and environments. Translate technical specifications into programming specifications. Analyze and evaluate proposed changes in software systems resulting from new applications, changes in hardware, or changes made by vendors.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

To qualify for an IT Specialist position you must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND In addition to the competencies, Specialized Experience: One year of specialized experience which includes 1) Providing technical support in the area of Army Tactical Network systems an/or enterprise network systems; 2) evaluate systems hardware and software for availability and functionality; and 3) Recommend solutions to complex IT system problems or issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
