The position is organizationally located in the Technology Transfer Program (TTP), Office of Research and Development (ORD), Veterans Health Administration (VHA), Department of Veterans Affairs (VA) in Washington, DC. This vacancy may be filled in Washington, DC or another VA location as determined by the selection.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The principle responsibility of this position is for the implementation for the Federal Technology Transfer Act (FTTA) of 1986. The major duties and responsibilities include but are not limited to: Utilizes an industry background and knowledge of business practices and procedures in serving the technology transfer customer service needs of the laboratories in VHA medical centers throughout the country; Utilizes expert knowledge in biomedical technologies, knowledge of industry needs and practices to work closely with industrial, academic, and federal scientists to: Monitor the activities of licensees after execution of licenses, to ensure compliance with license provisions, adequate development progress, and proper payments to VA; Negotiate amendments to existing patient licensing agreements when justified by circumstance; Manage agreements assigned to portfolio; Develop and conduct educational programs designed to train staff about technology transfer issues such as invention disclosures, patents, licensing, etc.; Advise investigators and administrators in VA medical centers and Office of Research and Development, on matters involving both domestic and foreign patent rights, policies and procedures; Develop and implement marketing plans to identify prospective industry development partners for VA owned inventions; Use a variety of resources to analyze the business practices and financials of interested prospective business partners; Use analysis results together with knowledge of industry needs and practices to develop negotiating strategies for the negotiation of business terms, including product development objectives and financial terms for the licensure of VA-owned inventions; Lead negotiations of patent licensing agreements, with legal assistance of Office of General Counsel (OGS); Identify potentially patentable inventions that result from work performed at VA; Performs other related duties as assigned. Work Schedule: Monday-Friday, 8:00am to 4:30pm (Compressed/Flexible Schedule Available) Telework: This position is authorized for telework (up to 50% of work schedule). Selectee will be required to work onsite for at least 50% of their work schedule. Remote: This is not a remote position. Virtual: The employee may work at any VA facility or other VA-leased space. Qualifications

Basic Education Requirement: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or graduate/higher level degree that included a major field of study or specific course requirements related to the medical field, health sciences or allied sciences appropriate to the work of this position. Transcripts that state a degree was conferred in the appropriate field is required at the time of application. In addition to meeting the basic education requirement, you must also possess specialized experience as indicated below in order to qualify for this position: Specialized Experience: You must possess one (1) year of specialized experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the Technology Transfer Specialist position. This experience must have been equivalent to at least the GS-13 grade level in the Federal service. Examples of qualifying specialized experience include: Facilitating the commercialization or marketing of new biomedical technologies or inventions; conducting competitive analysis to determine value or advantages of a product or technology; communicating and/or negotiating complex patent license agreements; and applying legal and regulatory knowledge to establish licenses and patents. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Legal, Government and JurisprudencePublic Service MotivationTechnical CompetenceTechnology Awareness IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work involves mostly office posture, entailing long periods of sitting in one position, intense concentration, and job related pressure to meet critical legal deadlines. The position's work, while primarily sedentary, requires some walking, standing, bending and carrying of items such as papers, books and files, but normally places few physical demands. The positions also includes the occasional physical ability to meet with scientists and other staff including travel to and from VA medical center and prospective licensees.
