The Institutional Review Board (IRB) Administrator is a new position within NDU's Office of Human Research Protection (OHRP). The IRB Administrator will assist the OHRP Director, Deputy Director and IRB members as they implement NDU's human research protection policy, manage resources and records, as well as monitor for compliance. This is a Title 10 Excepted Service Appointment. Appointment is not to exceed 3 years with the possibility for extension.

Duties

The Institutional Review Board (IRB) Administrator is a new position in INSS for the management of the Office of Human Research Protection. Major position duties and responsibilities are: Compliance Monitoring. The primary responsibility of the IRB Administrator is compliance monitoring of NDU's human research projections program. The IRB Administrator works closely with the OHRP Director and IRB representatives across NDU to assure that NDU faculty, staff, and students adhere to federal and DOD regulations and NDU's human subject research protections policy. Key responsibilities include collecting and reviewing materials submitted by faculty, students, and staff as part of ongoing, internal audits of research, assuring necessary extensions for research, gathering records, and submitting reports to NDU leadership and DoD in cases of serious or consistent noncompliance. Records Management. The IRB Administrator collects, reviews, distributes, and maintains OHRP and IRB records according to NDU guidelines. He/she coordinates with IRB representatives across NDU and interacts with NDU faculty, staff, and students to ensure that all requests for information are met fully, in accordance with NDU human research protection policy, and in a timely manner. The IRB Administrator manages materials and responds to inquiries and requests submitted by faculty, student, and staff via NDU's electronic application form, such as research protocols, informed consent, data safeguarding plans, and additional materials required by the IRB for expedited or full board review. He/she assists the OHRP Director in drafting and submitting annual reports to NDU leadership and DoD as required. Daily Management Support. The IRB Administrator supports the OHRP Director in the effective day-to day management of NDU's human research protection program and implementing human research protection policy. Other INSS Academic Program/Research Support. The IRB Administrator provides administrative and program support for INSS-led programs and research priorities, including the NDU Scholars Program, NDU Sabbatical Program, McNair Colloquium, and other research/administrative tasks as needed. Research priorities will be determined by the INSS Director in consultation with INSS Research Centers. The IRB Administrator is expected to adhere to NDU and INSS administrative and workplace requirements, such as completing personal timesheets, training requirements, and other items.

  • The position is governed by 10 USC 1595 and NDUI 1416.0l dated March 2017.
  • Travel requirements for this position are minimal however, the incumbent may be required to travel occasionally to support mission requirements.
  • The incumbent must be able to successfully obtain and maintain a Secret clearance.

Qualifications

REQUIRED QUALIFICATIONS: Required qualifications for the IRB Administrator are as follows: Education: Undergraduate degree from a regionally accredited university (or international equivalents) in sociology, psychology, anthropology, political science, public policy, or international relations/affairs. Preference will be given to candidates with coursework related to, or experience with, field interviews, focus groups, and/or surveys. Experience: Three to five years' work experience related to national security policy and/or research. Preference will be given to candidates with experience managing or serving on an Institutional Review Board, particularly as part of the DoD-wide research labs, federally funded research and development centers, or Joint Professional Military Education (JPME) institutions. DESIRED QUALIFICATIONS: Desired qualifications for the IRB Administrator are as follows: Experience as IRB Administrator or otherwise supporting an institutional review board, particularly as part of the DoD-wide research labs, federally funded research and development centers, or Joint Professional Military Education (JPME) institutions. Familiarity with federal and DoD guidelines on the protection of human subjects aka the "common rule," including relevant training and certifications. Experience conducting research directly for, or in support of, DoD, particularly as part of the DoD-wide research labs or federally funded research and development centers. Secret Security Clearance Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education Requirement: Bachelor's degree from a regionally accredited institution of higher education or, international equivalent

Official Transcripts: Official transcripts are not required at the time of application; however, if the position has a positive degree requirement, qualifying based on education alone or in combination with experience, transcripts must be verified PRIOR to appointment, if selected for the role. * An accrediting institution recognized by the U.S. Department of Education must accredit education. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. It is your responsibility to provide such evidence PRIOR to appointment.
    • Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
