The primary purpose of this position, PROGRAM MANAGEMENT SPECIALIST, GS-0301-12, is to serve as the senior work-loader and provides project order management and control for workloads of approximately $50,000,000 to $120,000,000 in revenue each year.

Duties

Serve as the directorate focal point to develop, control, evaluate, analyze, advise, and interpret data/trends pertaining to revenues and project orders for all workloads assigned within the directorate. Evaluate, recommend, coordinate, and assign project workloads to ensure optimum utilization of available resources. Exercise technical leadership in personal work contacts with all levels of management to ensure agreement on required actions and resolutions of all/any work loading problems. Evaluate and analyze the status of fund programs for assigned area of responsibility and oversee all other areas to defend and substantiate current and projected manpower, workload, and financial position of project orders.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: knowledge and practical use of operating budgets and manpower/facility tendencies and the potential variations in availability and capability; and the application of a variety of methods/techniques to investigate, analyze, plan, and implement corrective action and effective methodology to resolve difficult and complex financial problems that may occur during the preplanning or processing of work records through the depot system. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of various phases of the funding cycle. Knowledge of programmed/un-programmed workload proper funding authority process. Ability to independently plan, organize, and coordinate work to identify problems and develop innovative solutions. Ability to use applicable program data and available reports to manage assigned area and determine trends. Ability to gather, analyze, and present data and supporting analysis in an organized manner. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Work is generally performed in the office but requires some walking to numerous facilities. WORK ENVIRONMENT: Work is in an office most of the time, but duties may necessitate visits to production areas which involve moderate risks and discomfort and require safety precautions. Visits take place in all weather conditions. The employee may be exposed to strong odors or fumes from paint, fuels, or chemicals used in the work processes. Uses of safety equipment is an occupational requirement.
