THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a POLICE OFFICER, Position Description Number D2156000 and is part of the 109TH AW, National Guard. This vacancy does not meet the criteria for appointment of annuitants. *THIS IS AN INDEFINITE POSITION WITH THE POSSIBILITY TO CONVERT TO PERMANENT.*

Duties

As a POLICE OFFICER, GS-0083-8, you will conduct formal combat arms training and maintenance activities for the Security Forces Squadron and tenant personnel. Control and operate firing ranges; inspect, repair, and maintain ground weapons. To enforce law, maintain law and order, preserve the peace, and protect life and civil rights within the jurisdiction of the military installation. To oversee the work activities of Drill Status Guardsmen (DSG) assigned to the Security Forces Combat Arms function.

Requirements

  • National Guard Membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Must already be a member of the NY Air National Guard.
  • Current U.S. citizenship, naturalized citizen or permanent resident.
  • Must possess a valid state driver's license to operate government motor vehicles (GMV) in accordance with AFI 24-301, Vehicle Operations.
  • No history of excessive alcohol use or been arrested in the past two years for two or more alcohol related incidents regardless of disposition, except when proven not guilty.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • The employee is required to properly carry, maintain, load, unload and fire various weapons. The employee will have resource protection (weapons and ammunition) responsibilities that could include the use of deadly force.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Must be able to obtain and maintain the appropriate security clearance of the position WITHIN ONE YEAR of employment.
  • No more than one active wage garnishment for delinquency.
  • No more than two delinquent charge off/collection (>= 30 days) payments within last two years.
  • Must not have used, distributed, or manufactured illicit narcotics or been arrested for any narcotics use, distribution or manufacturing.
  • Have not sniffed or used a substance to obtain an altered consciousness state from aerosol spray, lighter fluid, petro chemical, adhesives, Freon, or any other chemical for a purpose not intended for use
  • Qualified to bear firearms according to AFI 31-117, “Arming and Use of Force by Air Force Personnel”.
  • No documented record of gang affiliation.
  • No fear of working around nuclear weapons or nuclear components.

Qualifications

GENERAL EXPERIENCE: Experience including administrative, clerical, technical, or military work that involved protecting property, equipment, data, or materials; or that involved making judgments based on the application of directions, rules, regulations, or laws. SPECIALIZED EXPERIENCE: Must have one year experience at the next lower grade.Has experiences performing Combat Arms Training. Presents repetitive courses or designated blocks of longer courses and presents training material and instruction covering proper use of handguns, rifles, machine guns and other base defense/ground combat skills equipment, in accordance with approved lesson plans and course control documents. Instruction may take place in outdoor or indoor training facilities and will require multiple police/combat agility skill demonstrations. Instructor makes adjustments in presentation or other instructional methods to resolve common classroom problems, to include those of student motivation and communication, as well as last minute agenda schedule or student changes, student problems, equipment malfunctions, or lack of supplies. Uses training aids and devices in addition to those listed in the POI in a manner that enhances training outcome. Adjusts subject matter discussions to assure material is assimilated by all students. Applies specialized subject matter knowledge in course instruction. Maintains accountability and ensures security for weapons/ammunition/explosives utilized in the course of instruction in accordance with applicable Air Force Instructions. Oversees the work activities of subordinates and Traditional Guardsmen. Trains employees in assigned duties and responsibilities. Assigns work, establishes priorities, and ensures technical quality of work products. Manages and oversees the installation ground weapons training and maintenance program; serves as an instructor and inspects ground weapons. Plans, organizes, and directs the activities of the installation's ground weapons training and maintenance program, incorporating safety requirements, and maintains adherence to safety regulations. Promptly evaluates accidents to determine cause and ensure safety guidelines are followed and necessary precautions are taken to prevent further occurrences. Performs self- inspections and presents detailed reports to senior leadership. Ensures compliance with regulatory requirements, policies, and procedures. Monitors special environmental requirements, such as lead removal. Coordinates with the local Civil Engineering Squadron personnel on various issues, to include development of a joint hazardous waste disposal site and procedures that comply with local environmental laws. Monitors the environment for noise hazards, health problems, and all other safety hazards. Directs and monitors security/resources protection program and procedures. Monitors explosive safety and munitions movement's safety procedures. Notifies appropriate unit commanders of current no-show rates and third time failures, initiates follow-up actions, and briefs data, as directed. Oversees and assists with the maintenance and inspection of all ground weapons assigned to the installation or covered by host tenant support agreements. Submits forecast and requisition for training weapons, equipment, tools, gauges, target material, and expendable items. Validates the annual munitions allocation product. Develops and publishes local operating instructions (OIs) and reviews other directives for updates as needed. Prepares annual budget to ensure proper funding for program management. Oversees establishing, updating, and maintaining office records of various types. Requisitions office supplies, printing support, and related material. Conducts training classes for military and/or civilians to meet established training/qualification goals. Determines training needs by analyzing requirements and comparing student individual skills with job standards to identify training requirements. As needed, reviews training course materials. Develops training objectives related to training requirements and materials. On a continual basis, develops tests to effectively evaluate students' current comprehension levels and strives to improve their work performance. Makes minor repairs on small arms, using tools, gauges, and equipment. Provides sub-depot level maintenance on ground weapons, assembling and disassembling all small arms utilized in security forces inventory. When needed or directed, performs and enforces the full range of security forces duties within the military installation. Incumbent is exposed to the day-to-day dangers associated with law enforcement and security duties. Incumbent has full powers to detain, pursue or direct detaining person(s) who attempt to flee crime scenes, an active shooter, or other means of resisting arrest. Incumbent carries a firearm as required or directed. Medical Requirements: 1. To qualify for this series, a current physical and a cleared drug test are mandatory. 2. Normal color vision and normal depth perception are required, as defined by current Air Force Medical Examinations and Standards Instructions 3. Distance visual acuity correctable to 20/20 in one eye and 20/30 in the other. 4. No speech disorder or noticeable communication deficiency as defined in AFI 48-123. 5. No diagnosed fear of acrophobia (fear of heights) or confined spaces. 6. To qualify for this series, must confirm there is no history of emotional instability, personality disorder, or other unresolved mental health problems. 7. No record of sleep disorders to include, but not limited to, sleep apneas, insomnias, hyper-somnias, narcolepsy, or restless leg syndrome. 8. No current diagnosis of Attention Deficit Disorder, Attention Deficit Hyperactivity Disorder, or Perceptual/Learning Disorder(s); and prescribed medication(s) to treat these disorders in the last 12 months. 9. No history of mood disorders including bipolar disorder, major depression, dysthymia, or depression not otherwise specified. 10. No recorded evidence of personality disorder sustained or untreatable emotional instability to include depression, or suicidal behavior to include attempts, gestures, ideations, threats, or history of self-mutilation. 11. Individuals who had their spleens removed are not eligible for assignment to the military working dog program or any canine functions.
