This position is located in the Business Office Service line at the Manchester VA Medical Center. This position is full-time at 40 hours per week.

Duties

This position is a NAGE Bargaining Unit position. The employee in this position works in the Beneficiary Travel Program which provides transportation at the government's expense to beneficiaries and their attendants traveling to VA facilities and other places for the purpose of examination, treatment or medical care. This duties include, but are not limited to the following: Determines program eligibility and processes requests for payment. Utilizes the appropriate Fund Control Point (FCP), performs reconciliations and adjusts account balances. Maintains manual and electronic accounting records. Determines methods of payment for authorized and unauthorized ambulance claims submitted for consideration. Receives invoices for payments of transportation services and forwards invoices certified for payment to Fiscal Services for processing. Investigates authorizations and orders. Utilizes Computerized Patient Records Systems (CPRS) to review medical records. Forwards documentation for payments for supervisory approval and submits all documents for payment utilizing the appropriate FCP. Explains regulatory guidelines to beneficiaries for submitting any unauthorized ambulance claims to facility for consideration of payment. Arranges all modes of transportation. Corresponds with providers, travelers and vendors to determine the most dependable and economical mode of transportation. Prepares documentation and/or scheduling for travel according to government or substantial rates. Makes special arrangements for patients with severe medical conditions to travel per physician documents . Secures reservations and tickets from carriers. Reviews requests for reimbursement of travel costs assuring compliance with regulations and procedures. Reconcile vouchers against authorizations for accuracy prior to preparing certification for payment. Protects data from unauthorized access, loss, alteration, deletion following applicable user ADP security and applicable regulations. Other duties as assigned. Work Environment: The employee will be working in a busy office setting. Due to the varied duties assigned to this position and the requirements for timeliness, coupled with the sensitivity of personal contacts, the employee must perform in a highly stressful environment. The work area is usually an adequately lighted, heated, and ventilated office or medical facility setting. The work environment involves everyday risks or discomforts that require normal safety precautions. Employee may work in close proximity to mentally disturbed patients, and consequently, there is a possibility of physical abuse.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/25/2024 Time-In-Grade Requirement:For the GS-6 grade level, applicants must have held a GS-5 for at least 52 weeks. The grade must have been held in the Federal service but may have been in any occupation. Please provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to verify your current Federal Service status. You must also submit additional SF-50(s) with salary information to clearly demonstrate one (1) year time-in-grade as required in the announcement. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one (1) year time-in-grade. In this instance, you should provide additional SF-50s to clearly demonstrate one (1) year time-in-grade. Note: Time-In-Grade requirements also apply to current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-06 GRADE LEVEL: Specialized Experience: Applicants must have at least one (1) year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. [To be creditable, specialized experience must have been equivalent to at least the GS-05 grade level in the normal line of progression for the occupation in the organization. Applicants who have the one (1) year of appropriate specialized experience are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Examples of creditable specialized experience include but are not limited to: applies knowledge of travel rules, regulations, methods and practices to perform extensive transportation support assignments and resolve various complex problems; determines eligibility and processes requests for the Beneficiary Travel Program; identifies the appropriate fund control point for payment of travel and claims by considering the financial relationship among various accounts which affect the amount, availability and use of funds; maintains accounting records; determines method of payment for authorized and unauthorized claims; arranges and coordinates special mode transportation with provider, traveler and vendor; performs regular reconciliations and adjusting of accounts; reviews, searches and navigates electronic medical records to acquire information; reviews and prepares all necessary documents to process travel and claims; operates computer applications and systems, multi-function printers and copiers, fax machine, and software programs; resolves complex issues that may arise when patients are denied travel and claims; and provides exceptional customer service to internal and external customers.].
