About the Position: Serves as first line supervisor of the review and analysis functional area in a Project Management Office (PMO).

Duties

Performs management and oversight of staffing/coordination of programmatic products across internal and external stakeholders. This includes briefings, information papers, and talking points provided to senior Army and DoD leadership and Congress. Manages external and internal tasks. Ensures tasks are completed on time and answered adequately. Coordinates responses across Project Office leadership. Coordinates with PEO staff to gain clarification of task requirements. Manages and coordinates schedules and events across the Project Office. Assists leadership in ensuring the right personnel are in the right place to support mission requirements. Ensures adequate and appropriate resources are in place and available to support the operations in the Program Office. This includes IT, hardware, and human resources. Ensures processes and procedures are in place to execute operations across the Program Office. Manages a program of continuous process improvement.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year trial/probationary period may be required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Practitioner certification within 60 months as of entrance on duty.
  • This position is a Critical Acquisition Position (CAP) position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Five years of specialized experience which includes: 1) Reviewing and analyzing a wide range of management programs and policies; 2) Provide general and specific management oversight of subordinates regarding assigned program initiatives, to ensure effective program implementation and consistency with existing policies on a long-term basis; 3) Represent the assigned area in conferences/meetings that require extensive preparation to exchange information, in budget formulation, defend the budget, prepare issue sheets and justifications to any proposed cuts.4) Experience coordinating Army Program Budget Briefs (APBB), Program Objective Memorandum (POM), and Strategic Portfolio Analysis Review (SPAR) with all stakeholders; 5) Experience in all facets of Acquisition Reporting. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementFinancial ManagementOral CommunicationPlanning and Evaluating CONTROL POINT This position is subject to a salary control point at the GS-14, step 10 base salary. Salary for the position will be set within a range from $127,073 to $165,197 with locality. If the incumbent's salary currently exceeds this level, the salary will be at the incumbent's existing salary.
