This position is in Outreach, Transition and Economic Development (OTED), at VBA Central Office in Washington, DC. The incumbent serves as an Outreach Program Manager primarily responsible for the development, implementation, and oversight of VBA national Outreach Special Emphasis programs, policy, and operations.

Duties

Specific duties include: Serves as National Program Manager for VBA Special Emphasis Programs. Makes major recommendations or decisions that have a direct and substantial effect on the daily operations of national outreach. Researches, writes, implements, and serves as decision maker on policy, guidelines, directives, and procedural updates for distribution to field offices in reference to outreach and special emphasis programs. Provides guidance to field stations with instructions for implementing policy, procedures, or training. Studies outreach program operations, new legislation, automated systems, management initiatives, and the operations of interacting programs and organizations to develop new and modified operating instructions and training material. Analyzes and evaluates, on a qualitative and quantitative basis, the effectiveness of programs or operations in meeting established goals and objectives Research, formulate, execute, and implement, instructions, directives, guidelines, policies, plans or procedures to administer or carry out functions which support operations delivery or supporting delivery of benefits or services to Veterans. Analyze current policies, evaluate the effects of proposed legislation, update and/or write new policy and ensure policy amendments meet legal requirements which directly shape public policy and influence government action. Conduct overarching outreach events, special emphasis program outreach events, roundtables, symposiums, factsheets, townhalls, event flyers, outreach campaigns, workshops, update outreach websites, create outreach project plans and standard operating procedures. Establish outreach partnerships, collaborate with internal and external stakeholders, and establish annual goals and objectives for outreach special emphasis programs. Participates in special projects devoted to supporting policy analysis and outreach. Conducts a variety of analytical work related to outreach. Prepare appropriate reports, responses, technical analysis, proposals, and recommendations to support delivery of benefits or services to Service members, Veterans, family members and survivors including higher-level management reports, PowerPoint presentations and/or briefings. Attend weekly staff meetings and provide program updates to leadership on outreach and outreach special emphasis programs as requested. Advises management in a timely manner of any changes/risks on the status of projects so appropriate and timely actions can be taken. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-12/GS-13. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:05/21/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-12 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized equivalent to at least a GS-11 that has equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes the ability to research, formulate, and implement guidelines, policies, or procedures to administer functions supporting the delivery of benefits or services to Veterans. Education Substitution: There is no education substitution at this grade level. GS-13 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized equivalent to at least a GS-12 that has equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must be related to the development, coordination, and execution of program management operations for outreach or direct public contact programs. Experience in the development, implementation, and oversight of national outreach special emphasis programs, policy, and operations, and providing guidance and technical expertise to ensure effective and efficient execution of program operations Experience analyzing special emphasis benefits programs and functions to identify and resolve complex issues and problems and developing and recommending improvements to program policies, processes, and methods. Education Substitution: There is no education substitution at this grade level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sedentary but, involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to use these tools Is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in in that incumbent lifts and carries reference books, Veteran files and similar items. No special physical demands are required.
