This position is assigned as a Program Support Assistant to the Caregiver Support Program. The Caregiver Support Program is one of the Veterans Health Administration's most rapidly growing service areas, as a result of infrastructure modernization, programming innovation, and expansion of population-served by the Program of Comprehensive Assistance for Family Caregivers.

Duties

The duties related to this position include but are not limited to the following: Coordinates and implement a comprehensive outreach initiative designed to facilitate the delivery of services to caregivers and their Veterans at their respective locations. Serves as the first point of contact and subject matter expert regarding questions about the program, coordination of referrals, building community partnerships, caregiver utilization, data reporting, and any other administrative support tasks required to support the program at the facility level. Provides resources and referrals to Veterans and caregivers, who are seeking caregiver support services, regarding program services, concerns, appeals of decisions and ratings. Obtains as much information as possible, provides information, resolves problems, and makes decisions regarding caller referral based on specific caller needs and location. Provides guidance on the appeals process and advises on whether or not the Veteran and caregiver followed the proper steps at their local facility. Monitors and evaluates caregiver activities (utilization of referrals/resources, trainings, appointments with the Veteran, caregiver strain, etc.), assessments, and enrollment processes and makes recommendations for improvements for the Caregiver Support Programs. Maintains a comprehensive list of community resources and services for the program. Track and report monthly and annual funding for assigned program fund control points with the assigned caregiver support coordinator. Receives/screens and manages all incoming and outgoing documents, publications, directives and correspondence, determining appropriate action and/or response with minimal direction. Produces a wide range of documents using a variety of office automation technologies. Applies advanced work processing software to materials involving complex formats such as automatic generation of indices and tables of contents, importation of graphics, charts, or special symbols or precise alignment of multiple columns. Performs telephone triage and brief assessment- assists Veterans, families, medical center staff and community agency personnel who are seeking Caregiver Support services. This may include identifying and contacting available clinicians in response to urgent needs of Veterans, families and caregivers. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS--6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade of GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: program development, assisting with data collection, analysis of trends, providing staff support including office operations and information management, providing education on caregiver issues and relevant benefits, planning and development, managing resources, and providing major and complex program, administrative and technical assistance in the day-to-day operations and program planning/evaluation. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary and is performed by sitting, standing, bending, and stooping. The employee is required to obtain records from files, and carry files, manuals, and other light objects.
