The Supervisory Personnel Security Specialist performs the security-related functions in support of a Network Personnel Suitability and Credentialing Program within a Shared Services Unit. The employee assures that all appointees have the appropriate level of security/suitability clearance commensurate with their assignment. The employee provides expert advice to Human Resource personnel responsible for managing the VA's Personnel Security, Suitability & Credentialing Program.

Duties

Major duties include but are not limited to: Performs High Risk, moderate and low risk adjudications in cases of facility upper management and Network office personnel and/or subordinate organizations as applicable. Provides expert advice to subordinate organizations when servicing affiliates, clinical trainees on time limit appointments, contractors, and without compensation employees. Assist manager as needed of Personal Identification Cards (PIV) Card Issuing (PCI) managers to ensure uniformity in the interpretation of Homeland Security Presidential Directive 12 (HSPD-12) and the issuance and revocation the Personal Identification Card (PIV). Processes adverse actions as they relate to suitability issues up to, but not limited to the development of suitability and employee relation case files that document contact with the applicant, appointee or employee in the processing of the request for personnel action. Recommends/makes selections for subordinate nonsupervisory work/group leaders and other staff members. Recommends awards or bonuses for nonsupervisory personnel and recommends changes to work assignments, subject to approval by higher-level officials. Oversees the daily operation of the unit and ensures that agency policies and priorities are being followed. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Minimum Qualifications: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interpreting and applying personnel security and suitability regulations, policies, procedures, principles, and concepts in order to meet established program objectives; applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems; applying a wide range of personnel security and suitability theories, principles, laws, rules, regulations, and procedures to identify interrelated problems, draw conclusions, and recommend appropriate courses of action; resolving major conflicts in facility security policy and program objectives; performing key decision-making and policy-developing work that includes planning for significantly new or far-reaching security program requirements; defining and resolving complex, sensitive, and/or difficult situations that require sound judgment and originality; and conducting investigative interviews for making suitability adjudications. Work Environment: The work is primarily performed in an office-like setting (e.g. offices, meeting and training rooms, and private vehicles) involving everyday discomforts which require normal safety precautions to be taken to prevent incident and/or injury. Since employee is investigating personnel security issues, there are times where the employee must interview other employees that may become hostile and threatening. Employee has a panic alarm in his/her office but is more vulnerable when meeting with employees at their worksite. The work area is adequately lighted, heated, and ventilated. Employee is required to be off station at affiliate organizations with similar work environments.
