Duties

Serve as coordinator and technical advisor for one or more outdoor recreation programs. Advise and assist in the development and timely dissemination of information concerning program activities and responsibilities. Develop content for environmental and project planning documents such as Resource Management Plans, Site Plans, and Environmental Assessments, and review, and/or edit content that address recreational topics. Research and analyze a wide array of recreation related data and information on topics such as recreational use, commercial use, visitation, recreation values, environmental impacts, funding, performance, etc. Advise Field Office managers on aspects of the development and management of recreational opportunities (i.e., waysides, campgrounds, trails, and other visitor services) within the field office. Oversee the operation of public use sites, permit programs, concessionaire operations, facilities, etc. Identify training needs and promote and implement an integrated training program to teach basic and complex skills of Outdoor Recreation Planning. Participate in the issuance and oversight of Special Recreation Permits for activities including a variety of commercially guided activities on public land.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: Undergraduate and Graduate Education: Major study - outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. OR Specialized Experience: Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include: Ability to deal with people of differing backgrounds and behavioral patterns. Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs. Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve. Preparation or review of plans and programs for natural resource utilization and recreation area development. Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment. AND Rowing Abilities Specialized Experience must include skill and expertise to safely row a 15-16-foot raft in a Class IV whitewater rapids rated on the International Scale. This information must be present in your resume along with the River(s) you safely navigated the 15-16 foot raft and the number of years. Rigging Abilities Must possess the ability and experience to independently rig and row a raft in Class IV whitewater in a safe manner and have provided a detailed description of this experience in my resume, including the name of the river(s), name of the section(s) of class IV rapid on that river, estimated date(s) the rapids were run, and number of times down each (navigated the Class IV rapid and not just a passenger). Non-motorized Watercraft Abilities Must possess experience rigging and operating non-motorized watercraft (rafts, kayaks and drift boats) in Class III-IV whitewater in inclement weather. In additional to the above factors and in order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-07: In tandem with Experience Requirements above, you must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: performing basic fact finding by collecting data from surveys and inventories using standardized sampling techniques; gathering facts and supporting material for inclusion in environmental and project planning documents; assisting in the collection and compilation of data on recreation-related topics such recreational use, commercial use, visitation, recreation values, environmental impacts, funding, performance, etc.; entering, manipulating, updating, and maintaining recreational data in automated systems according to standards. OR One (1) year of graduate-level college education in a field directly related to the position that includes coursework as indicated above, OR Have earned a Bachelor's degree with Superior Academic Achievement (see OPM's General Policies, Application of Qualification Standards Section 4.f.). S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled and include coursework as indicated above. Graduate-level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate-level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position and include coursework as indicated above. For GS-09: In tandem with Experience Requirements above, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: collecting data from surveys and inventories on recreational use, commercial use, environmental impacts, etc., using approved sampling techniques; monitoring and inspecting recreation facilities; collecting fees, handling reservations, giving presentation, conducting outreach, and responding to inquiries from visitors; preparing data summaries and basic drafts of supporting material for inclusion in environmental and project planning documents. OR Two (2) years of graduate-level college education, or have a Master's degree, in a field directly related to the position that includes coursework as indicated above. Graduate-level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate-level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position and include coursework as indicated above. Only graduate-level college education in excess of the first year can be applied. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is primarily sedentary. However, there may be some physical exertion such as walking; hiking; standing; bending; carrying of items such as books and backpacks; driving an automobile or off-highway vehicle; operating a small boat, etc. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer.
