Duties

As a Resources Management Specialist you will: Administer a Program Office extramural function involving contracts, intra and interagency agreements, memoranda of agreement, Interagency Personnel Act (IPA's), grants and cooperative agreements. Support and participate in the review of proposals, review of funding decisions to ensure they are reasonable and justified, negotiation of awards, and preparation of correspondence to post-award issues that arise and ensures that all required sections and proper clearances are obtained and provided. Provide extensive analytical and operational assistance within the Office in extramural budget formulation, effective utilization and monitoring of financial resources, formulation of long- and short-range objectives, and planning and evaluation systems as it relates to cooperative agreements and grants. Respond to special requests from other Federal agencies, Congressional staff, OMB, and others regarding the extramural budget, fiscal policy, expenditures, and allocation of funds to support activities.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: experience with federal contracts, grants, agreements (such as intra and interagency, memoranda of agreement, and cooperative) processes; and awarding, administering, and/or monitoring budgetary planning and contract development and closeout. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
