The position is located in the Department of Veterans Affairs (DVA), Office of Acquisitions, Logistics, and Construction (OALC), Office of Construction and Facilities Management (CFM), Office of Facilities Planning (OFP), Consulting Support Services in Washington, District of Columbia. The incumbent serves as the Senior General Engineer with focus on HVAC, providing spectrum of support services to numerous stakeholders on issues pertaining to VA's major design and construction programs.

Duties

CSS supports all components of VA nationwide including professionals within CFM, including but not limited to, providing support on building project design issues, subject matter expertise in all matters pertaining to VA's major design and construction programs, and serving as VA's authoritative source for advice on issues at existing VA Medical Centers. The incumbent also serves as the Departmental expert in all areas related to code compliance, construction issues, and building commissioning requirements. The major duties and responsibilities include, but are not limited to: Providing technical consultation to VA officials. Providing HVAC and other building mechanical engineering expertise on the review of building systems designs and proposed replacement systems. Developing new engineering hypotheses to resolve unusual and unique problems related to hospital design that impact medical care services and the hospital environment. Serving as the Office of Consulting Support Service's HVAC engineering (including controls, plumbing, and utilities) SME on contract disputes and claims. Providing professional expertise to other professional engineers and architects on difficult problems and situations as they occur during and after design and construction. Providing guidance, direction, and policy interpretation on sensitive and complex issues in support of VA's Major Construction Program. Conducting studies and developing alternatives and recommendations on engineering problems and determining the implications of findings. Researching developments and determining impact to current techniques and methodologies used in the design and construction of medical facilities. Developing training course to enhance the professional knowledge and understanding of mechanical engineering systems unique to hospital construction. Managing and leading other programs relating to CSS operations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date 05/28/2024 of this announcement. You must possess at least one (1) year of specialized experience as described below: GS-14 grade level: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. To qualify at the GS-14 level, applicants must have 52 weeks of specialized experience equivalent to at least the GS-13 level in Federal Service. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience). Examples of specialized experience include: senior resident engineer with proven track record of successful design, installation and maintenance of HVAC systems; possesses a deep understanding of all aspects of HVAC engineering, from energy efficiency to industry regulations; extensive experience with all types of heating and cooling equipment, operational management, building and design techniques, preventative maintenance, and electrical troubleshooting; developing and presenting written and oral reports; inspecting and evaluating various types of systems. A. Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. B. Combination of education and experience. college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
