The primary purpose of this position is to serve as a first-level supervisor, providing planning, direction, and organization, and exercising control over nonsupervisory employees assigned to A9L. Provides oversight of the PACAF Lesson Learned program, exercises planning and analysis programs, and performs operations research analyses related to these programs. Duties

Plans, organizes, and directs the activities of A9L ensuring, the Lessons Learned Division complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the A9L to a variety of installations and functional area organizations. As senior subject matter specialist in lessons learned matters, serves as consultant and technical expert to senior decision makers and/or agency officials responsible for broad program operations.

  • Must have a bachelor's degree in operations research or a related technical discipline such as mathematics, computer science, one of the physical sciences, or engineering. Advanced degree(s) are preferred.
  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.
  • Understanding of USAF and joint operations is highly desired for successful completion of the work.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Operations Research Series 1515. BASIC REQUIREMENT: Education: Degree in operations research. OR Combination of Experience and Education: At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus (Operations Research Series 1515 (opm.gov)). In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes researches, interprets, analyzes and applies (Air Force Lessons Learned Program), CJCSI 3150.25 (Joint Lessons Learned Program) and AFI 10-601 (Operational Capability Requirements Development). Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Establishes, develops, and maintains effective working relationships with HQ PACAF, USINDOPACOM and associated Joint Task Forces, other nations' militaries in theater, other COCOMs, NAFs, HQ USAF and the DoD L2 community. Utilizes technical knowledge to formulate, determine, and/or influence Air Force (AF) policy. Serves as a knowledge-sharing conduit for PACAF capabilities and the Joint Service community. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and mastery of a broad range of methods and techniques used in executing lessons learned programs and used in classical and modern advanced operations research studies and analyses. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small-to medium-sized organization. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing: recognize and use correct English grammar, punctuation, and spelling; communicate information in writing in a succinct and organized manner. and produce written information, including technical material, which is appropriate for the intended audience. Ability to lead or participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
