The primary purpose of this position is to serve as Tier 1 and Tier 2 Joint and Combined exercise planner, act as director and workgroup lead for Integrated Tactical Warning and Attack Assessment (ITW/AA) training for all NORAD and USNORTHCOM (N&NC) General Officers/Flag Officers (GO/FOs), and to perform as senior ITW/AA Program Analyst.

Duties

1. Provides training which ensures N&NC GO/FO Assessor/Authorities are capable and qualified to interpret and evaluate unfolding space, missile, long range military aviation, or cruise missile events and determine if those events represent an attack against the sovereignty of Canada or the United States. 2. Act as Lead exercise observer/controller, managing and directing multiple co-located and geographically dispersed bi-national participants during exercises. 3. Responsible for the research, development, coordination, approval, and dissemination of CCMD ITW/AA policy and procedure updates, and changes resulting from lessons learned during training and certification exercises, responsible for providing analysis, studies, recommendations and guidance. 4. Responsible for the centralized collection, integration and coordination of data from a worldwide system of space and radar sensors designed to provide early warning of space and missile threats.

  • PCS will NOT be paid.
  • Will be occasionally required to work holidays, weekends, and non-standard hours to support military operations. Periodically required to be on phone recall and 2-hour standby.
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. CONT'D
  • CONT'D As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. CONT'D
  • CONT'D Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and CONT'D
  • CONT'D public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evening, weekends, and/or holidays, and may be required to work overtime.
  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
  • May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, , Joint Personnel Operation Cell, CONT'D
  • CONT'D Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
  • Upon assignment to this position the incumbent is required to attend classroom and on-the-job training for this position for approximately 2-3 months. The incumbent is required to be certified, CONT'D
  • CONT'D with an evaluation, in this position after training and maintain certification with annual evaluations.
  • YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled” Telework. This eligibility is separate and distinct from the employee’s eligibility. CONT'D
  • CONT'D A civilian employee’s telework arrangement may be terminated at the discretion of the supervisor or at the employee’s request.
  • Superior Qualifications may be considered.
  • Leave accrual may be authorized upon request.

Qualifications

Continued Conditions of Employment: Work requires a periodic travel away from the normal duty station, including transportation by military and/or commercial aircraft. This position is subject to provisions of the DoD Priority Placement Program. Disclosure of Political Appointments. All federal employees are required to have direct deposit. Males must be registered to Selective Service, see www.sss.gov. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: (1) Exercising planning and development involving federal interagency and multinational organizations; (2) Identifying personnel requirements, and constructing architectures/vignettes/scenarios; (3) applying analytical and evaluative methods/techniques to complex issues concerning the efficiency and effectiveness of training programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Skill in the management of detailed planning, execution and after action review of training exercises and ability to communicate effectively, both orally and in writing; articulate complex issues, and maintain good working relationships. 2. Knowledge of the functions, goals, objectives, and work processes pertinent to conducting Combatant Command and Bi-national Command training exercises and skill in applying Joint Training System concepts to meet exercise and training objectives and reporting responsibilities. 3. Knowledge of current military law, Canadian and U.S. national strategies, national response framework, joint plans, policies, plans and guidance, and joint staff processes for both Canada and the U.S. and knowledge of crisis response processes, crisis action plans, battle staff and contingency organizations, and the command and controls systems required for operations. 4. Knowledge of foreign disclosure policy and procedures, security policies and procedures, and all other information related to information security and operations security. 5. Skill in leading exercise planning events, negotiating and defending ideas and concepts, and building consensus among teams comprised of participants from multiple agencies, organizations, and nations and skill in managing multiple programs, projects, studies, and processes simultaneously and accurately. 6. Skills in the preparation of broad and difficult comprehensive management studies to propose solutions to challenging management problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
