You will serve as an Accountant in the Comptroller Division of FLEET READINESS CENTER SOUTHWEST.

Duties

You will apply accounting principles and theories to analyze/evaluate the applicable business process, documentation and accounting systems. You will provide expertise in the area of audit readiness issues that include special studies as assigned. You will review audit findings to determine root causes of issues, create/monitor/execute Corrective Action Plans to remediate audit findings. You will lead process performer discussions to document as-is processes and implement audit compliant processes and control points, test design and effectiveness of implemented controls. You will analyze current and proposed financial operating procedures/programs and business policies/practices to evaluate their actual or potential effectiveness in achieving objectives of the Comptroller organization. You will evaluate and identify accounting system deficiencies, policy issues to take or recommend corrective action

  • This is a Financial Management Level 03 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Must obtain and maintain all required certification and/or license as a condition of employment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Responsible for coordinating, controlling and reviewing all activities performed by FRCSW in support of DON Financial Improvement and Audit Remediation (FIAR) effort; 2) Major advisor to Comptroller, Deputy Comptroller and Accounting Officer on FIAR compliance and accounting matters; 3) Knowledge of analytical and evaluative methods, management theory, concepts and practices sufficient to conduct studies to improve effectiveness and efficiency of work methods, procedures, organizations manpower use, work distribution, internal controls and documentation of systems and similar functions; 4) Knowledge of Navy-ERP financial system; 5) Gather, consolidate and analyze facts and data, along with accounting reports and systems, including Navy-ERP, to draw conclusions to resolve complex and intricate problems, apply knowledge of accounting to recognize deviations and make sound decisions to develop and recommend effective resolutions to improve policies, procedures and/or systems. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
or
  1. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
