Duties

Provide technical expertise necessary to carefully coordinate multiple Training Land Repair (TLR) components to plan and execute land repair, maintenance, and reconfiguration projects. Oversee all phases of TLR projects implementation. Prepare and maintain a project/work log, by fiscal year, of individual TLR projects from inception through implementation to evaluation. Serve as the TLR Coordinator and coordinate TLR field crew activities with the ITAM Coordinator.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is subject to a pre-employment drug test screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • This position has potential for exposure to hazardous and toxic substances and environment during inspections of firing ranges and training areas which may require the use of protective clothing and equipment.
  • This position requires travel using military and civilian aircrafts.
  • There is a requirement to enter the impact area after areas have been cleared.
  • The duties of this position require the incumbent to possess and maintain a valid state Class A Commercial Driver's License (CDL) in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the incumbent to obtain and maintain a Kentucky Erosion Prevention and Sediment Control Program Inspector (KEPSCI) Qualification Certification and an International Erosion Control Association (IECA) Certification.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

Specialized Experience: One year of specialized experience which includes performing work that involved assisting with planning the annual and five-year component projects and budgets; applying Best Management Practices to ensure the rehabilitation, repair, maintenance and reconfiguration of projects in support of long-term sustainment of training missions; assisting with gathering information to publish reports/articles and briefing materials; and prepare and maintain project/work logs of individual land rehabilitation area management projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Decision MakingPlanning and EvaluatingProject ManagementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
