You will serve as a Police Lieutenant at the GG-11 grade level responsible for performing supervisory duties in a police unit within ONI, N7 Security and Law Enforcement Department that is concerned with enforcing Federal, State, and local laws to maintain law and order and protect, 7 day/week, 24-hour/day, agency facilities, materials and information against trespass, theft, espionage, and/or sabotage

Duties

You will provide leadership, sound technical judgment, and adhere to applicable law enforcement principles/standards and regulations (Federal, State and local) in the accomplishment of mission objectives. You will coordinate with, consults and advise the unit Watch Commander on operational and procedural issues. You will keep the Watch Commander and Chief of Police apprised of any unique/controversial problems or precedent cases encountered. You will participate in making selections for vacant positions and recommends selections for shift supervisory positions. You will evaluate the performance of shift supervisors. You will perform police operational duties assuring compliance with Federal, State, local municipal laws and ordinances, and agency rules, policies, and regulations to maintain law and order. You will prepare law enforcement related reports and forms, including statements, advice of rights documents, accident reports, investigation reports and other correspondence as necessary. You will prepare organizational regulations, manuals, and standard operating procedures (SOPs) related to law enforcement and security. You will participate on emergency response teams and respond and mitigate incidents that threaten highly sensitive National Security interests. You will make periodic on-site inspections of police patrols and activities; exercises arrest/apprehension authority; searches and detains suspects; takes charge of emergency situations in accordance with SOPs, policies and procedures.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may be subject to polygraph examination.
  • This position may require a 2-year DCIPS Trial Period.
  • Must pass all annual sustainment and use of force training.
  • Must be physically able and skilled in handling of small arms to qualify with pistol, shotgun, and rifle annually.
  • Must pass pre-hire, initial, and annual medical, physical, and agility testing and requirements as directed by the command.
  • Must pass annual CPR and first aid certification course.
  • Must be mentally stable, have color vision and be able to work outdoors in all weather conditions.
  • Must maintain a license to operate a motor vehicle on the installation and pass the emergency vehicle operator’s course.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector such as: Supervises and coordinates with subordinate supervisors engaged in enforcing laws, rules, and regulations. Determining resource requirements (e.g., staffing assignments, budget, equipment, etc.) based on operational needs. Providing supervisory support that impacts the resources (personnel, budget, material) of the work unit, ensures technical quality and timeliness of the work produced by employees in the unit, and collaborate with supervisors across the organization in unstructured situations. Leading and monitoring the work of the unit, hiring or selecting employees, managing and appraising employee and organizational performance, disciplining employees, resolving employee complaints, and supporting the development of employees.
