About the Position: This position is with the Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation, ASA ALT, located at Arlington, VA.

Duties

Develop detailed budgetary justification, briefs management officials, and defends proposals. Provide advice and guidance on the formulation of budget estimates, justification, presentation, execution and review of Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE and C) programs. Serve as Budget Analyst for the DASA DE and C and advisor to all Army FMS/FMF claimants. Serve as the Budget Analyst for the DASA DE and C budget and the DASA DE and C budget consists of OMA, RDT and E and FMS Administrative funds. Serve as the primary point of contact to assist Army claimants with the development and submission of the yearly POM process. Understand the PPBE electronic tool and be able to review data submitted via the tool.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • You may be expected to travel up to 25% for this position.
  • One-year trial/probationary period may be required.
  • Must be able to obtain and maintain a Secret security clearance.

You will be evaluated on the basis of your level of competency in the following areas: AccountingAdministration and ManagementFinancial ManagementManages Resources *Demo pay band position for NH-3: This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced. with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
