Duties

The Department of Energy's (DOE) Office of Science - Headquarters is looking for a dynamic, innovative, seasoned executive to lead the Advanced Computing Technology Division (ACT) which reports to the Associate Director of the Office of Advanced Scientific Computing Research (ASCR), within the Office of Science (SC), Department of Energy (DOE). As the Director, Advanced Computing Technology Division you will: Provide executive leadership and direction in establishing vision, strategic plans, goals, and objectives for the research activities supported. Determine the financial and personnel resources needed to achieve ACT Division mission objectives and support mission operations; identify the need for major organizational improvements and develop the requisite plans and direct implementing actions. Assure adequate financing for the activities in the area of responsibility, set priorities for activities, and apportion available funding among them. Implement rigorous merit evaluation using independent peer review for all new and ongoing activities supported in accordance with the requirements identified in the Code of Federal Regulations for the grant program and published guidelines for the DOE laboratory programs and facilities. Represent and speak for DOE and SC at meetings and conferences with high-level government officials, professional societies, coordinating committees, task forces, and various other entities, including national entities in matters pertaining to ACT.

Mandatory Technical Qualifications (MTQs) listed later in this section below must be addressed in a separate narrative. EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether you have the broad executive skills needed to succeed in a variety of SES positions. 1: Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. 2: Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3: Results Driven: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4: Business Acumen: Ability to manage human, financial, and information resources strategically. 5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. You must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered. MTQ 1: Describe your experience in: 1) Strategic planning, budgeting, program management related to scientific research and development, and 2) Executing activities required to implement research and development programs in critical and emerging computing architectures and technologies, including quantum and neuromorphic computing and novel accelerators that promote advances in artificial intelligence (AI). MTQ 2: Demonstrated capabilities in examining and ascertaining the research and development needs and opportunities in computational science, including hardware research and testbeds development in critical and emerging computing technologies against background knowledge of scientific and technical advances and of potential scientific/technical needs of an organization. MTQ 3: Describe your experience that demonstrates understanding of computational science which encompasses computer science and networking, hardware and testbeds research and development, and physical sciences sufficient to: 1) Develop partnerships with other organizations including industry leading to science and technology innovations, and 2) Provide day-to-day operational oversight and management of an organization's strategic research and development programs while serving as an expert on those programs when interacting with high-level/senior government officials, professional societies, industry and various other entities.

Education

Failure to provide proof of education will result in non-consideration for this position. Individual Occupational Requirements

Basic Requirements:
  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    or

  2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Individual Occupational Requirements

Basic Requirements:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
