About the Position: This position is located within NHC Oak Harbor Birthing Center. The incumbent works closely with Department Head, Health Care Business Office. This is a Direct Hire Solicitation

Duties

You will provide administrative support in implementing, monitoring, and managing complex health care delivery programs. Analyze complex or controversial problems relative to the management and operation of health care delivery systems. Make recommendations for improving quality control and quality assessment plans. Serve as liaison between the Contracting officer and the Managed Care Support Contractor (MCSC) regional support office leadership for resolving contract violations/noncompliance. Recommend various health care proposals in order to obtain the optimal Tricare and the Military Treatment Facility (MTF) costs and resources. Analyze the organizational structure and recommend changes to improve the operational efficiency and effectiveness.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • Appointment to this position is subject to a one- year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position will require travel both scheduled and nonscheduled government and/or commercial modes.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the Education and/or Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: providing administrative support to the health care management team in the following: assessing the effectiveness and efficiency of work operations in health care delivery system programs (e.g. health care services contract, quality assurance/quality control, etc.); and conducting analyses and/or studies the effectiveness of healthcare delivery operations and make recommendations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
