This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Surface Forces Logistics Center (SFLC), Business Operations Division (BOD), System and Info Assurance Section located in Baltimore, Maryland. This position is on-site but may be authorized situational telework. 

Duties

This position serves as an IT Cybersecurity Specialist (INFOSEC), Information System Security Officer (ISSO), in the Surface Forces Logistics Center (SFLC), Business Operations Division (BOD), Information Services Branch (ISB).  This position is responsible for ensuring the confidentiality, integrity and availability of systems and data through planning, analysis, development, implementation, maintenance and enhancements of information systems security programs, policies, procedures, and tools.  This position will serve as a team member supporting Platform Information Technology (PIT) and Platform Information Technology Systems (PITS) across the Coast Guard Surface Domain consisting of approximately 240 cutters and over 1,800 boats as well the SFLC and Coast Guard Yard Shore Side IT Products, Services, and Information Systems (IS).

Qualifications

To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience includes the following: - Knowledge of computer networking concepts and protocols, and network security methodologies - Knowledge of cybersecurity and privacy principles - Knowledge of cyber threats and vulnerabilities - Knowledge of specific operational impacts of cybersecurity lapses - Knowledge of data backup and recovery - Knowledge of Risk Management Framework (RMF) requirements - Knowledge of system administration, network, and operating system hardening techniques - Ability to apply techniques for detecting host and network-based intrusions using intrusion detection technologies - Ability to identify critical infrastructure systems with information communication technology that were designed without system security considerations OR  Applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related). OR  A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.  If you're substituting education for experience, transcripts must be submitted at the time of application. All academic degrees and coursework must be from accredited or pre-accredited institutions. To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience includes the following:  - Knowledge of computer networking concepts and protocols, and network security methodologies - Knowledge of cybersecurity and privacy principles - Knowledge of cyber threats and vulnerabilities - Knowledge of specific operational impacts of cybersecurity lapses - Knowledge of data backup and recovery - Knowledge of host/network access control mechanisms (e.g., access control list, capabilities lists) - Knowledge of system administration, network, and operating system hardening techniques - Knowledge of vulnerability information dissemination sources (e.g., alerts, advisories, errata, and bulletins) - Knowledge of Risk Management Framework (RMF) requirements - Knowledge of Authorization and Assessment process and requirements - Knowledge of system administration, network, and operating system hardening techniques - Knowledge of network security architecture concepts including topology, protocols, components, and principles (e.g., application of defense-in-depth) - Ability to apply techniques for detecting host and network-based intrusions using intrusion detection technologies - Ability to identify critical infrastructure systems with information communication technology that were designed without system security considerations - Ability to developing project plans, schedules & technical installation/implementation plans to procure, configure, deploy, and maintain PIT/PITS and IT Products and Systems. - Ability to plan, design, and monitor projects to develop, deploy, support and secure PIT/PITS and IT Systems. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.  Attention to Detail - Is thorough when performing work and conscientious about attending to detail.  Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.  Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.  Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
