The Chief Nurse (CN) of Daily Nursing Operations and Nursing Professional Practice has substantial and continuing responsibility for planning, organizing, directing, and managing service-wide infrastructure issues which include operation of programs that fall under the Nurse Executive service (i.e. 24/7 nursing office, centralized services, SNTs).
Duties
The CN of Daily Nursing Operations and Nursing Professional Practice responds to internal communications, maintain knowledge of and communicate standards of nursing practice and patient care, and develop systems to enhance operations and communication within nursing service.
Major Duties include but are not limited to:
Provides senior leadership and direct supervision for the 24/7 nursing supervisors, NM and ANMs who manage the Clinical Resource Team (CRT), IV Team, Telemetry Technicians, Student Nurse Technician (SNT) Investing in VA Nursing (IVAN) program and the Orderly program.
Accountable for daily patient flow and daily nurse staff availability, including nursing office functions for 24/7 accountability for off tour, weekend, holiday nursing and facility supervision.
Accountable for assessing and recommending the allocation of human and material resources in determining staffing levels using NHPPD and other models, managing overtime, and serving as a member of the facility Staffing Methodology work group.
Collaborates with appropriate leaders in Quality Safety Value (QSV) to ensure that processes are in place for continued accreditation readiness and other quality and/or performance improvement activities.
Works toward achievement of high quality, safe and cost-effective evidence-based outcomes on a continual journey of a high reliability organization.
Off tour clinical emergency response, oversight of clinical Continuity of Operation Plans (COOP) (ICC/services develop COOPs). Provides insight and follow up for sentinel events and / or other adverse events.
Contribute ideas and recommendations for the establishment of nursing standards of care, policies, and objectives for the enhancement of nursing organization wide.
Assists in meeting nursing strategic goals, leads workstreams.
Works with DNE, Nurse Scientist and others to implement Evidence-Based Practice to improve the delivery of patient care.
Standardization of nursing management practices and nursing communications.
New construction of nursing and patient care areas with consistent presence at planning and activation meetings, provides input and facilitates a standardized, evidence-based approach to design.
Serves, leads, and/or establishes key committees and short term improvement groups to improve clinical and nursing processes.
Actively contributes to Innovation, Diversity, Inclusion and Access (IDEA) to improve the practice environment for nursing staff and Veterans served.
Actively contributes to Professional Governance (PG) and both branches of the Executive Committee of Nursing Staff (ECONs).

Qualifications
To qualify for this position, applicants must meet all requirements by the time of application.
Basic Requirements:
English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD).
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.)
NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.
The following Scope, Education and Dimension criteria must be met to qualify for Nurse IV:
Scope: Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care.
Education: Master's degree in Nursing (MSN) and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR Master's degree in a *related field with a BSN and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR a Doctoral degree in nursing and 3 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR a Doctoral degree in a *related field with a BSN and 3 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. *Note: Foreign education programs/degrees are not creditable as related degrees.
A Nurse III functions as an expert in clinical, education, research, qualify improvement or other leadership role. Provides leadership in the application of the nursing process, improving outcomes at the program or service level. Some examples of specialized experience are as follows: functions as a nurse coordinator and leader on multidisciplinary teams; works independently and supervises others; acts as a resource for others; wide range of responsibility for nursing outcomes at service or program level; serve as an expert, lead or trainer; may lead program/service level committees and/or process/quality improvement activities beyond the unit; improves outcomes beyond the immediate practice setting. **Experience must be clearly documented on your resume**
