This position is located in the Department of Justice (DOJ), Office of Justice Programs (OJP), Office of the Chief Financial Officer (OCFO), Budget Formulation and Appropriations Division (BFAD).

Duties

Provides guidance and oversight in critical formulation phases of the budget, including planning, organizing, directing, overseeing and reporting on all matters pertaining or relating to the formulation of one of the largest Department of Justice (DOJ) component budgets. Receives the annual call for the budget and interprets it in light of Office of Management and Budget (OMB), Treasury Department, Office of Justice Programs (OJP) and congressional regulations, directives and policies. Reviews and formulates budget policy and guidance for use in developing OJP's integrated budget. Develops the annual call for budget estimates and program changes (adjustments to workload items) that includes a crosswalk to the strategic plan, complete program descriptions and justifications, cost schedules by element of expense, a cost and benefit analysis and impact statement. Coordinates the compilation of budget estimates and program requirements into a budgetary review and summary of analysis for senior management officials. Directs the preparation of the budget in final form for submission to OMB. Prepares written justifications for a consolidated budget that includes substantive programs and their supporting administrative activities. Prepares responses to requests from stakeholders (e.g., OJP components, OMB, congressional staff) regarding questions with a budgetary and appropriations nexus. Interacts with program offices to explain technical requirements, plan for the future, market concepts, develop budget presentation strategies and otherwise conduct the liaison and program analysis necessary to support OJP budget initiatives. Analyzes a variety of historical data and compares them to current spending information and trends for major programs. Reviews and analyzes budget-related issues that require the application of new or significantly modified criteria or standards to resolve, such as appropriations acts and other new legislation that impacts program plans and funding, or conflicting program and budgetary requirements (e.g., reduction in budget authority coupled with expansion of program services). Supports the Agency's leadership as it presents and defends budget requests to Congress. Provides broad based skills and services to the Agency's program offices in the forms of concept marketing and budget presentation strategies, technical expertise, objective analysis, written products and overall customer support.

Qualifications

Specialized Experience: GS-13: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Participates in the development and management of budget and/or programmatic operations for a large, complex organization; Assists with performing research, analysis and advisory assignments related to the budget development processes, including participating in budgetary studies, long-term planning projects with supporting data analysis, and drafting portions of written justifications; and/or Participates in the review and formulation of budget policy and guidance for use in developing an agency or organization's integrated budget. GS-14: Applicants must have one (1) year of specialized experience equivalent to at least the GS-13 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Develops and manages budget and/or programmatic operations for a large, complex organization; Performs research, analysis and advisory assignments related to the budget development processes, including managing budgetary studies, long-term planning projects with supporting data analysis, and preparing substantiative written justifications; and/or Reviews and formulates budget policy and guidance for use in developing an agency or organization's integrated budget. Technical Qualifications: Applicants who meet the basic entry and minimum qualification requirements, as described above, will be further evaluated on the following technical qualifications: Ability to communicate in writing. Knowledge of the federal budget process. Ability to conduct oral presentations. Critical thinking skills. Data analytic skills. Project management skills.
