Leads the Business Analysis Branch of the Air Force Medical Support Agency (AFMSA). Responsible for development of plans, project management, and supervising implementation of plans to achieve overall mission objectives impacting the U.S. Air Force Surgeon Generals Focused Logistics policy for worldwide programs.

Duties

Analyzes and evaluates War Reserve Materiel (WRM) requirements submitted by major commands (MAJCOMs). Revises requirements submitted as indicated, creates a funding strategy using the Time Phased Force Deployment Data (TPFDD), and develops the annual Air Force Medical WRM Risk Based Funding Plan. Provides initial analysis of financial reports received from Defense Finance and Accounting Service (DFAS) offices. Performs a full range of supervisory and personnel management responsibilities, including: Overseeing a staff of one GS-13, one GS-11, and two enlisted (E-7/E-6) personnel. Plans and assigns work, ensuring accuracy, providing advice and instruction, developing performance standards and evaluating work performance, approving leave, interviewing candidates for vacant positions, recommending promotion or reassignment, resolving employee complaints or referring to a higher level, issuing warnings and reprimands, and implementing methods to improve productivity.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Supply Program Management, Series, 2003. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes a thorough knowledge of the agency's integrated medical materiel/accounting and finance system to analyze and evaluate technical processes of supply operations. Knowledge is used to develop plans, manage projects, and supervise implementation of plans to achieve overall mission objectives impacting the U.S. Air Force Surgeon Generals Focused Logistics policy for worldwide programs. Knowledge of specialized methods and techniques is used to analyze and evaluate War Reserve Materiel (WRM) requirements, develop the annual Air Force Medical WRM Risk Based Funding Plan, and analyze and provide guidance on key medical readiness issues impacting combat support and force protection initiatives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Broad knowledge of Medical Logistics operations and the Defense Medical Logistics Standard Support system to include contents, codes, internal and external interfaces, update procedures and uses of automated supply systems and databases. Ability to develop, coordinate, staff, and lead implementation of medical supply management policies, procedures, programs, and directives. Ability to analyze problems in automated medical logistics systems and develop timely and economical solutions. Ability to originate new ideas, plan, organize and direct long-range projects, studies, and methodologies. Ability to analyze supply and financial reports and enhance the effectiveness of medical service at all levels of operation. Ability to communicate orally and in writing and maintain good working relationships and accurately represent customer requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
