This position is located in the National Chaplain Center (NCC). Responsible for coordination of the administrative aspects of the design, development, implementation, and evaluation of National Chaplain Center programs such as the national chaplain conference, special projects, and national outreach initiatives. Providing and overseeing administrative and clerical support services for both the Director and Deputy Director of Chaplain Service.

Duties

The Incumbent performs the following major duties and responsibilities: Coordinates the administrative aspects of the design, development, implementation, and evaluation of National Chaplain Service programs . Provides and oversees administrative and clerical support service for both the Director and Program Managers of Chaplain Service. Coordinates and responds to internal and external inquiries from other. VAMCs, VISNs, VHA, and VACO as well as external entities. Ensures that the administrative obligations to programs and projects, are met in a timely manner. Prepares drafts and edits memorandum, surveys, reports, and presentations to accomplish national program goals and objectives. Serves as administrative liaison with VA and external entities to independently coordinate administrative functions of project/program. Provides replies to requests, reports, and surveys as authorized by established office protocols; recommends the use of optimum office management techniques and protocols. Serves as internal auditor for budget activities managed by the National Chaplain Service. Manages calendar and travel for Executive Director. Work Schedule: Monday - Friday 8:00a.m.-4:30p.m. Compressed/Flexible: May be available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-8. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-8 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of and skill in obtaining and coordinating a variety of administrative services such as Acquisition and Material Management, Voluntary Service, Education and Development along with the use of various personal computer hardware and software applications such as desktop publishing, spreadsheets, database programs and educational presentation programs You will be rated on the following Competencies for this position: Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Attention to Detail: Thorough when performing work and conscientious about attending to detail. Manages and Organizes Information: Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. Project Management: Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance. Planning and Evaluating: Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities. Budget Administration: Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary but involves walking, standing, carrying files, pushing office supplies on a cart.
