Duties

This position serves as the Transportation Assistant for the Facilities and Engineering Service with the Marion VA Health Care Center (MAVAHC). The position is directly supervised by the Chief of Engineering with the primary duty and responsibility to coordinate and track the data for more than one hundred Government Vehicles submitted by various services within the divisions of the Marion VA Health Care Center for fleet services. Duties of this position include but are not limited to: Coordinates, plans, budgets, and maintains consistency of fleet services in the Facilities and Engineering service. Researches rules, regulations, policies, and procedures (i.e., Healthcare Environment & Facilities Programs (HEFP), VAMC Health Care Center Policy (MCP), General Services Administration (GSA) regulations, state license requirements, Environmental Protection Agency (EPA) requirements, Alternative Fuel Vehicles (AFV) requirements, etc.) Reports noncompliance or inadequate reporting to higher management with recommendations for correction. Monitors documentation of this reporting for timeliness, adequacy, and effectiveness Communicates agency and local polices and priorities to all employees using vehicles and equipment in the fleet. Orders VA license plates from UNICOR via in- person, phone, fax, e-mail, letter, or memo communication. Responsible for tracking all vehicle histories from the time of purchase or donation to 6 years past the turn in, salvage, or auction of each vehicle or piece of equipment (per credit card regulations.) Filing of all trip logs, credit card receipts, accident reports, pictures, repair slips Monitors and schedules maintenance, repair, and detailing for VA owned and General Services Administration (GSA) leased vehicles Serves as the primary contact with Regional Counsel and Central Office on fleet matters. Orders and cancels fleet cards, reviews statements checking for fraud or misuse. Reconciles monthly and undergoes a monthly audit with Fiscal Services. Researches all vehicle use including, mileage, days of vehicle use, number of trips, drivers, number of passengers, destinations, official purposes, types of fuel purchased, quantity of fuel purchased, amount spent on fuel purchases, and all maintenance performances always making sure the fleet is right sized and maintained within VA and GSA standards Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: YYou must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Specialized experience would typically include: knowledge of procedures for operating motor vehicles, including cars and trucks, experience monitoring and scheduling maintenance, repair, and detailing for VA owned and General Services Admin (GSA) leased vehicles, experience preparing and monitoring fleet management budget, and experience performing audits on the fleet vehicle program. You will be rated on the following Competencies for this position: Decision MakingOrganizational AwarenessVehicle MaintenanceVehicle Operation Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary in nature with occasional walking, climbing, stooping, bending, reaching, and carrying of items including books, supplies, and parts and driving fleet motor vehicles. Travel is required for inspection of maintenance and operations, repair work, accident investigation and visiting customer agencies.
