This position is located within the Department of Physical Medicine & Rehabilitation Services (PM&RS), in the Office of the Department Head, located at the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, Illinois. FHCC is larger than just a single facility, but rather a system of facilities throughout Northeastern Illinois and Wisconsin which provide medical and dental services to U.S. Military Veterans, Recruits, and Active Duty and eligible beneficiaries.

Duties

Major Duties include but are not limited to: Administrative Management (50%) The Administrative Officer serving PM&RS provides the Department Head, PM&RS with full information and specific recommendations concerning all administrative aspects required in sound and proper management concepts and determinations. The employee will assist the Department Head with the development of new policies, systems planning, monitoring and evaluation of systems, and development and implementation of the quality improvement plan. Develops status reports or response materials for the department head and supervisors for higher level attention, review, or signature. The employee will assist with Joint Commission on Accreditation of Healthcare Organizations (JCAHO) mandated activities, including identifying opportunities to improve care, and initiating actions when problems arise. Collaborates with the Quality Management office to determine mandatory monitoring and reporting requirements. The employee will maintain current knowledge of performance measure criteria and goals and assist clinical staff to problem solve barriers to goal achievement and to access resources. Serve on quality action teams and patient tracers as appropriate. Assists the chief to collect peer review data, compile into appropriate format, and distribute to appropriate personnel and/or services. The employee will provide administrative support to ensure customer satisfaction through education of staff and through researching and reviewing controlled correspondence for the Department Head, PM&RS (e.g., patient complaints or congressional inquiries). Collaborates with patient advocates to resolve issues toward positive outcomes. Coordinates special studies (including reports of survey) and reviews the technical and professional aspects of existing activities, which present problems of special concern. Assists in the strategic planning process and provide expert assistance in goal development, program planning, achievement, and evaluation. Assists the service chief to determine program and education needs in conjunction with strategic goals. Develops both long and short-range policies and plans for the service by coordinating data and other input for the service as appropriate, utilizing specialized knowledge of the service line to incorporate complex and often conflicting information into an organized plan. Provides formulative planning direction, manages and coordinates all administrative aspects, and develops and implements policies and procedures. The employee is responsible for assuring that adequate documentation of meetings is maintained. The employee will act as a liaison with the academic affiliates on all matters affecting the service. Additional duties Human Resources (20%) Coordinates the personnel management program, performing or overseeing the full range of human resources requirements. Acts as the liaison with the facility Human Resources Management Service concerning personnel-related matters. Represents the service at labor management meetings, provides information, and resolves conflicts and/or problems that may arise, and assures management officials are familiar with the negotiated agreement. Coordinates and participates in disciplinary actions and responds to appeals and grievances. This may involve working with District Counsel, Special counsel, EEO Investigators, and others in resolving personnel problems and taking personnel actions. Budgeting/Financial Management (15%) The employee is also charged with the responsibility of operating within the authorized budget. Analyzes past fiscal expenditures and workload to meet future needs in order to assist in the formulation and execution of the budgetary plans for the service which requires an accurate perception of immediate and long-range needs of the product line. Provides budgeting and financial management which includes budget oversight, justification and execution, financial management, and financial reporting. Advises management and program personnel on budgetary and finance issues. Maintains awareness of and information about the overall status of financial resources for the office to react to changing situations with timely recommendations. Participates with management in defending the budget before senior level management. The employee is authorized to be approving official for orders for supplies, services, and equipment. Reviews orders to verify their need and ensures that each section receives the appropriate share of the funds available. Timekeeping (15%) The employee acts as T&L Approver and provides back-up Timekeeping support for PM&RS during the absence of the assigned primary Timekeeper (Program Support Assistant (OA)). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in positions that required knowledge and skill in applying analytical and evaluative methods and techniques to resolve issues or problems; experience in positions that required substantive administrative support functions such as budget, finance, supply and general administration management, and personnel management; experience in positions that required knowledge of qualitative and quantitative analytical techniques to analyze both administrative and operational problems, and present written and oral recommendations; and working knowledge of advanced management principles, organizational theory, analytical and statistical methods, planning methodologies, budgeting and resource management.. OR, Education: Applicants may substitute education for the required experience. Applicants may substitute education for the experience required for the GS-09 level which is a Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at the GS-09 level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. **Preferred Experience: Concur, SEPG, and Purchase Card/Approving Official training. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work.
