The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Duties

In concert with the ADNI/Chair and DADNI/Vice Chair, lead and support the Council's strategic mission management activities, ensuring integration, standardization, and support across the NIM teams; represent the NIMC within ODNI and the IC, and support the Council in building effective, productive, and collaborative relationships with ODNI, IC, and foreign counterparts. Work with Chair/NIMC, VC/NIMC, Chief of Staff, and NIMs to generate NIMC's annual goals, intelligence integration efforts, and the NIM Council's program of work, lead strategic initiatives on priority intelligence integration issues and execute that program by facilitating Council meetings and identifying opportunities to advance NIMC goals through other ODNI or IC forums. In partnership with the NIMC Front Office and the MI Front Office, develop inputs to drive NIMC's strategic engagements with Congress and IC senior leaders, including CBJB inputs and briefings to outline the Council's impact and value. Design and implement cutting-edge programs and processes--working with multiple NIMs or the entire Council to enhance Council mission effectiveness. Develop new insights into NIMC operations and processes and identify, encourage, and lead new ideas and innovations, such as on trade-space issues or process improvements. Lead and supervise the Strategy Management Group; represent the NIMC within ODNI at various forums; participate in resource and personnel decision-making, ensuring that NIMC resources and programs are aligned with mission needs and effectively executed in partnership with other mission stakeholders within the DMI, ODNI, and external. Lead the Council's input into IC-wide IPPBE processes, including overseeing the development of the ODNI-wide Intelligence Planning Guidance (IPG), building coordinated NIMC input into the programming (e.g., CIG) and investment processes (e.g., DSIP), supporting inputs into the IC-CFO led budgeting processes (e.g. IC CBJBs), and relevant Evaluation processes. Drive decisions and the implementation of IC-wide strategies (e.g. the National Intelligence Strategy) and DNI Initiatives across the Council, MI and the IC as the Executive Secretary of the IC-wide Integrated Mission Management Council (IMMCOM). Oversee strategic mission management process and procedures to drive strategic approaches across the Council, including Unifying Intelligence Strategies, State of the Missions, and relevant evaluation processes. Lead NIMC's oversight of the resourcing and implementation of the Joint Hard Target Strategies (JHTS) in partnership with the NIMs and Undersecretary of Defense for Intelligence and Security (USD(I&S)). Drive JHTS alignment with strategic direction, communication of impacts, and transparency across the IC on the Program. Drive DEIA initiatives across the Council. Promote a "One IC" culture that values diversity across organizational boundaries to accomplish a common mission. Cultivate a diverse, equitable, and inclusive environment and be a role model for inclusive language and behavior by respecting and acknowledging others' personal and cultural background(s), identities, opinions, and experiences; and by promoting collaboration, flexibility, fairness, and transparency. Lead and manage a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans.

Qualifications

Mandatory Requirements: Expert leadership and managerial capabilities, including a superior understanding of resource and mission management, ability to direct tasks, evaluate and review products, evaluate and manage performance, and support professional development of personnel at all levels. Superior critical thinking skills, including the demonstrated ability to think strategically, identify requirements, and develop recommendations. Superior ability to work effectively under pressure at a senior level on complex issues requiring negotiation and consensus-building skills. Superior interpersonal skills and ability to work effectively across diverse parts of the organization. Expert understanding of the IPPBE process and IC and ODNI resource management processes. Bachelor's Degree or equivalent experience as determined by mission specialty Desired Requirements: Expert knowledge of IC structures, capabilities, operational mechanisms, and tradecraft. Proven ability to coordinate, network, communicate and exert influence effectively at all levels across the ODNI and IC. Outstanding oral and written communication skills, including demonstrated ability to clearly convey complex information and present findings to all levels of U.S. Government management and foreign partners.
