Duties

This Program Analyst position is located in the Manpower Analysis Section, Workforce Services Branch, Operations Management Division within Law Enforcement/Federal Air Marshal Service (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Analyzes and evaluate system, processes and procedures for assigned program areas to develop propose recommendations to improve effectiveness and efficiency of operations. Applies a variety of quantitative and qualitative analytical and evaluative methods to assess program operation efficiency, effectiveness and viability. Reviews laws, regulations and policies to assess, evaluate, and advises on adopting sustainable practices for assigned program(s) and/or projects. Identifies and proposes technically sound and administratively compliant solutions to a rand of recurring issues requiring considerable judgement to ensure that recommendations and approaches best meet TSA operational needs. Develops system(s) for tracking, compiling and analyzing statistical and narrative data from a variety of sources. Interprets data, plans work and refines methods and techniques used; measures program progress and success, via various statistical methods, against established metrics. Uses automated systems and database to compile and analyze statistical and narrative data; identifies trends and isolates areas of concern. Monitors and updates program budgets, expenses, general financial records and receipts. Conducts studies that may impact other programs, projects, or processes or that cross functional or organizational lines. Assists senior personnel with extensive or complex research projects. Collaborates with program sponsors, managers, specialists, and other stakeholders across TSA to ensure program operations support and/or meet initiative, goals and objectives. Responds to inquiries from internal and external stakeholders, and serves as a technical specialist for operation aspects of assigned programs. Creates reports, informational summaries, briefings and other written materials for internal and external stake holders. Develops and provides formal and informal presentations and briefings on program operations and activities for variety of audiences, including senior management and external stakeholders. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector with experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Experience is defined as: Planning; communicating the organization's vision and objectives; managing budget and assigned resources.; Perform complex operations, projects and/or programs based on the organizations objectives; Conducts studies that may impact other programs, projects, or processes or that cross functional or organizational lines. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector with experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Experience is defined as: Planning; communicating the organization's vision and objectives; managing budget and assigned resources; Perform complex operations, projects and/or programs based on the organizations objectives; Conducts studies that may impact other programs, projects, or processes or that cross functional or organizational lines. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
