About the Position: Serves as a senior budget analyst for the Directorate of Resource Management in the Fort Leavenworth, Garrison Command. Moving expenses are NOT authorized for this position. Recruitment, relocation and/or retention incentives are NOT being offered for this position.

Duties

As a Budget Analyst, you will perform the following duties: Provide technical advice and guidance to analyst and mangers. Examine accounting records and review obligations, expenditures, reimbursable orders, and requests for allotments. Prepares a variety of reports covering the status of funds, expenses, and obligations. Develops systems, methods, and procedures for the financial management of directed programs and reimbursable work, to include a wide variety of funding. Serves as a budgetary consultant to management regarding budgeting techniques, use of financial management products, resource distribution, program priorities, and development of budget requests. Investigates and provides resolution to budgetary/accounting problems in connection with the financial management of appropriations, funding mechanisms, and customers. Provides financial management updates to management regarding status updates of financial reports, commitments, obligations, and disbursement of funds. Emphasizes and integrates the organization's strategic plan, mission, vision, and values into the team's strategies, goals, and services. Communicates with team members the assignments, projects, actionable events, and/or program issues and deadlines for completion.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent is required to obtain and maintain a SECRET Clearance.
  • Incumbent must obtain and maintain a Financial Management Level 2 Certification within two years from entry-on-duty (EOD). Failure to obtain this certification within the required time frame may subject the incumbent to adverse action.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). * All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement. *Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
