The Medical Administration Officer reports to the Associate Director at the Jamaica Plain campus and has full delegated authority and responsibility for supervising, managing, planning, direction, coordination, operation, and internal evaluation of the Business Office at the VA Boston Healthcare System. This position is Full Time at 40 hours per week.

Duties

The Medical Administration Officer has full management responsibility for enrollment, eligibility, and registration functions, administrative and technical support in direct patient care areas, communications (telephone operations, mail room, and photocopier), program admission, bed control, decedent affairs, patient funds, medical recovery functions, non-VA care, workload reporting, and data validation to assure timely and accurate workload reporting. Duties include, but are not limited to: Set the direction and scope of the system-wide Data Management/Data Validation team, developing program goals and objectives, analyze and evaluate the effectiveness of the program, and identify issues and their impact on facility appropriated and non-appropriated revenue. Oversee the development of Non-MCCF project plans, including scope of initiatives and deadlines, to enhance program operations and enhance the revenue process consistent with Revenue Team and other organizational priorities. Oversee the development of HIMS project plans to enhance program operations. Develop and maintain a system of internal reviews to ensure all programs operate at a high level of effectiveness, and to ensure compliance with VACO standards at various accrediting, regulatory, and agency authorities. Participate in the development of the annual budget plan. Identify and analyze workload trends, and provide workload statistics which reflect actual and projected inpatient and outpatient activity. Ensure optimal staffing and personnel management, while promoting career development through formal orientation and training programs. Develop performance standards, evaluate employee performance, approve/recommend selections, promotions, status changes, awards, disciplinary actions and separations. Promote, develop, and maintain a staff awareness of the need to establish effective relations with Veterans, their families or representatives, visitors, and the general public. Work Schedule: Full-time, Monday - Friday; Tour of Duty will be set between 7:00am - 3:30pm / 7:30am -4:00pm / 8:00am - 4:30pm Telework: Telework Ad-Hoc work can be performed on an as needed basis anywhere other than a VA facility or using VA-leased space (example: home). Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Current Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is not a Bargaining Unit position. This position is covered by locality-based comparability pay. Selectee may be required to work at any Boston Healthcare System campus, as needed. Incomplete applications will not be considered.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in the field of healthcare administration and delivery systems, both inpatient and outpatient medical records and reimbursement policies; planning and setting priorities, and coordinating activities within a healthcare environment; identifying, analyzing, and resolving a range of budgetary problems such as estimates, forecasting, and revenue projects; identifying, analyzing, and conceptualizing workload trends; and developing workload projections. You will be rated on the following Competencies for this position:Compliance InspectionDatabase Management SystemsManaging Human ResourcesTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Business Office functions are located at all three campuses and travel between the campuses is required. Travel requirements also include periodic travel to the VISN and outlying outpatient clinics. Travel to national and VISN-wide meetings and conferences is expected. The incumbent will be subjected to stressful situations due to short timeframes for completion of work assignments, action items, Congressional and the like.
