About the Position: Position is a GS-11 level with promotion potential to a GS-12. The position may be filled at either level. If selected at the GS-11 level, incumbent will be eligible for promotion to GS-12 after 52 weeks from appointment. Incumbent will be responsible for providing investigative, analytical and evaluative work relative to management of military and civilian manpower resources of a major military Medical Treatment Facility.

Duties

Duties are described at the full performance level GS-12 level. If selected at the GS-11 level, duties will be performed in a developmental capacity under close supervision. Perform independent analysis and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Develop appropriate manpower change packages to facilitate identified changes. Develop statistical and narrative data to justify work unit reorganization or position restructuring as a more productive or efficient use of personnel resources. Verify Joint Table of Distribution (JTD), Activity Manpower Documents (AMDs), Table of Distribution Allowance, (TDA) and Unit Manning Document (UMD) for the MTF and military platform UICs. Advise and conduct comprehensive organizational analysis and based manpower management studies to validate continuing manpower requirements. Collect and analyzes pertinent organizational workload data and information to quantify and justify resource requirements; develop statistical and narrative data to justify any changes and recommendations. Establish and maintain an audit trail and supporting documents for all changes in manpower requirements and authorizations. Create, build, and execute standard recurring and specialized reports to provide information in response to management inquiries. Submit Manpower Change Request (MCR) identify/justify requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This position requires the incumbent to have tuberculosis testing.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Health Care Administration/Management, Finance or Contracting. (You MUST submit a copy of your transcripts) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year(total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). For this job, at the GS-12 level, you must meet the qualification requirement using experience alone-no subsitution of education for experience is permitted.
