The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Financial Management Section of the 459 Air Refueling Wing. Employee serves as the Budget Officer for the 459 Air Refueling Wing, responsible for developing, implementing, and monitoring.

Duties

Responsible for providing management advisory and oversight for budgetary, financial and management services. Responsible for total budget operations in support of the Wing operations, programs, and projects of the organization. Exercises supervisory personnel management responsibilities. Exercises supervisory personnel management responsibilities. Conducts or directs the execution of financial and management surveys and research projects, provides advisory services on substantive issues of moderate scope and impact to assess the effectiveness of program operations. Manages the Government Travel Charge Card program.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays

  • Required certifications and/or licenses are a condition of employment. The employee must obtain and maintain the certifications and/or licenses required to perform the duties of the position
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and as necessary to meet regulatory guidance
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes the program segment or work directed is administrative, technical, complex clerical, or comparable in nature. The functions, activities, or services provided have limited geographic coverage and support most of the activities comprising a typical agency field office, an area office, a small to medium military installation, or comparable activities within agency program segments. The work impacts the 459 Air Refueling Wing on Joint Base Andrews, Maryland, a medium to small unit co-located on host installation. The primary purpose of the work is to obtain funds needed to support the Wing mission and to monitor the ways in which available funds are spent to assure that they are used in the most cost-effective manner. The incumbent exercises management controls over the 459 Air Refueling Wing's financial resources and provides advice to management concerning the most efficient and effective means of obtaining, scheduling, and distributing funds among unit components. Advice, recommendations, and completed budget forms, schedules, and reports generated by the incumbent contribute to the accomplishment of the objective of providing support for the mission and programs of the Wing. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive detailed knowledge and understanding of budgetary methods, practices, procedures, regulations, precedent decisions, and policies of the organization, the major command and the agency 2. Knowledge of the organization missions, functions, applicable regulations, and their relationship to each other to determine the impact of financial transactions on internal and external operations. Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization. 3. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 4. Knowledge of internal audit procedures to monitor financial services and establish internal controls. 5. Knowledge of federal contracting and procurement regulations, procedures, and practices. 6. Skill and ability to plan, organize, and direct the functions and staff of a small to medium sized organization that performs a variety of different functions. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
