This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing.

Duties

As a Financial Analyst, you will: Resolve audit and review findings related to the financial management of PHAs and coordinate the written communication to the PHAs in collaboration with other Field Office staff regarding findings not related to financial management. Understand pertinent laws, legislative history, regulations, contracts, compliance requirement documents (OMB Circulars, GAAP requirements, etc.) and management controls necessary to ascertain the purpose, scope, and objectives of the organization. Issue reports, including findings and corrective action recommendations to management. The incumbent is considered an independent technical authority on financial management and funding issues related to PHAs, and is expected to independently provide mastery-level advisory assistance and exercise judgment in developing solutions to complex problems whether on an individual basis or as a member of a team.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Managing and analyzing large volumes of financial data for Public Housing Agencies (PHA) to develop solutions for complex financial issues; AND Assessing and developing recommendations to improve workforce operations and performance; AND Providing direction or technical assistance leading the application of controlling authorities such as Generally Accepted Accounting Principles (GAAP), financial laws and regulations, or compliance required documents (i.e., OMB Circulars, etc.) for Public Housing programs. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
