Duties

CISA is seeking a talented senior statistician to serve as Deputy Statistical Official (SO) within its Office of the Chief Economist. CISA's Deputy SO will establish and oversee CISA's statistical activities and policies and apply a variety of statistical techniques to perform statistical analyses, interpret and present statistical results, and develop statistical reports and data visualizations. The ideal candidate is a senior statistician with extensive experience that demonstrates successfully leading the creation and establishment of statistical programs at a principal Federal statistical agency or recognized statistical unit. Typical work assignments include: Providing statistically sound advice to CISA's Statistical Official (SO) for the development of the statistical plans for CISA programs, objectives, policies, and procedures. Serving as the Deputy SO, representing CISA on the DHS SO Council as required, and coordinating and ensuring the participation of CISA subject-matter experts in the DHS SO and Chief Data Officer (CDO) Councils. Establishing and overseeing CISA's statistical activities and policies and implementing DHS statistical data standards and statistical data sharing agreements. Working with CISA CDO on all matters related to the management, governance, collection, analysis, protection, use, production, dissemination, and availability of statistical reporting data.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required education and education and/or experience for the respective grade level in which you are applying. Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below. BASIC REQUIREMENTS: A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR B. Combination of education and experience: Courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS: You qualify for the GS-14 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing at least 2 of 3 of the following duties: Planning and executing novel and complex statistical studies that involved several related studies or several segments of a large data collection project that required simultaneous coordination. Developing and/or presenting comprehensive professional papers or reports on statistical studies or surveys. Advising others on recognizing and evaluating significant and critical factors in research to draw inferences using statistical data and solve complex problems. NOTE: There is no substitution of education for specialized experience at the GS-14 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet all qualifications (Basic and Specialized) prior to the close date of this announcement-no substitution of education for specialized experience is permitted.
