You will serve as a SUPERVISORY PROGRAM MANAGER in the Naval Supply Systems Command (NAVSUP), Assistant Commander (ACOM) for Supply Chain Technology and Systems Integration, Department of Navy (DON)/Joint Programs Division of CNSSC OPERATIONAL SUPPORT FIELD.

Duties

You will provide guidance, direction and coordination for program budget development and execution. You will establish and maintain effective relationships with direct reports, co-workers, supervisors, mangers, and senior level executives on complex issues. You will gather and assemble relevant information and capable of expert qualitative and quantitative program analysis and evaluation and provide valued conclusions and recommendations. You will develop guidelines and support policy for implementation of broad governmental or Navy-wide directives governing AIT and IUID initiatives. You will provide policy guidance to senior leaders, staff, and stakeholders internal and external to the NAVSUP Enterprise; align agency internal business practices with governing regulations and policies.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Program Management Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector having a mastery knowledge of IT theories, principles, concepts, standards, and practices sufficient to develop new theories, concepts, principles, standards, and methods related to IT and business solutions. Examples of specialized experience may include the following: 1.) Leading the implementation and integration of new programs, mandated requirements, and the insertion of emergent concepts, principles, standards, and methods; 2.) Developing guidelines and support policy for implementation of broad governmental or Navy-wide directives governing IT and business solutions;3.) Providing guidance, direction and coordination for program contract requirements, execution and completion in order to obtain contractor support services; 4.) Making recommendations on program budget submissions and reclamas supporting logistics, supply system, and program initiatives; 5.) Planning work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules for completion of the work.
