This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. You will serve as a Program Analyst in the Industrial Operations Directorate, Naval Shipyard Strategic Planning and Workload Management Department (SEA 04P) of NAVSEA HQ FIELD SUPPORT.

Duties

You will evaluate the effectiveness of ship repair planning and operations. You will apply a wide range of qualitative and quantitative analytical and evaluative methods to assess and/or improve naval shipyard business, shipyard organization, and financial processes. You will conduct workload and financial analysis related to the Shipyard Workload and Resource Report, Final Review Estimates, execution guidance, capability plans, re-baselining actions, and availability and execution performance metrics. You will represent the organization within and outside the Command to resolve different and entrenched viewpoints. You will work with various organizations and planning activities to develop and validate the Naval Shipyards Program Objective Memorandum (POM)/Department of the Navy (DON) requirements. You will manage the annual execution year guidance. You will oversee workload and financial execution guidance. You will review shipyard monthly business metrics. You will analyze shipyard re-baselining efforts. You will develop workload studies and analysis for strategic planning efforts. You will develop and analyze metrics across the Planning, Programming, Budgeting, and Execution (PPBE) cycle relevant to shipyard funding, workload, and resources.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-2 broadband level (GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative techniques to assess and improve an organization's business or financial processes. Examples of qualifying experience may include (1) expert knowledge of the DOD planning, programming, budgeting and execution (PPBE) process and systems; (2) expert knowledge of naval shipyard workload leveling and execution management; (3) comprehensive knowledge of the concepts, principles and practices of ship repair planning, work execution, and performance monitoring; (4) comprehensive knowledge of Naval Shipyard capabilities, workload management processes, business processes (NSY scheduling, project management, etc.), organizational resource constraints, and the interrelationships between Naval Shipyards, NAVSEA, Fleet, TYCOMs and OPNAV; (5) ability to conduct workload and financial analysis of Naval Shipyard business parameters as they relate to the Shipyard Workload and Resource Report (WARR), Monthly Business Metrics (MBM), Final Review Estimates (FRE), Execution Guidance, the Capability Plans, re-baselining actions, and availability & execution performance metrics.
